I mentioned that the opportunity to catch big bluegill, perch and largemouth bass is very good at Wapato Lake recently, and there are other opportunities coming up soon in our region. Before I expand on this I want to remind anglers that Wapato Lake switched to catch and release fishing only for trout on August 1st. You can keep the spiny rays but no bait is allowed here until the lake closed completely to fishing on October 31st. A lake in Okanogan County the changes from catch and release fishing to catch and keep is Davis Lake, which is outside of Twisp. Davis is known for very nice rainbow and anglers can keep their catches beginning September 1st. Anglers who have been frustrated with releasing wild Chinook on the upper Columbia may want to travel down to the Snake River. Starting on September 1st anglers will be able to catch and keep three adult hatchery fall Chinook and six hatchery jack Chinook per day. They can also catch and keep three hatchery steelhead per day. You can see all the details about this fishery by going to the WDFW web site, and looking under Latest News on the Home Page.

Linda Lee Morris
Linda Lee Morris passed away peacefully on August 12, 2013 in Moses Lake Washington. Linda was diagnosed with early onset Alzheimer's disease in December of 2008. Linda was well aware of the difficult road she would be traveling with the progression of the disease. She put up a courageous fight until the very end. Linda Lee Morris was born on February 25, 1959 in Spokane Washington to her parents Gilbert and Stanna White. She was the oldest of two children. Her brother is Dean White. Linda spent her childhood on her parent's cattle ranch north of Ritzville along Crab Creek. She attended Ritzville schools from Kindergarten through 12th grade. Linda was an exceptional student; a teacher's delight and always one to be counted upon. She rode in the back of the bus and was always accepted by the guys as one of them. Linda was Captain of the Broncettes during her senior year in high school, was a member of Honor Society, FHA, and played the flute in the RHS Pep Band. Linda Lee had a photographic memory, a vast vocabulary, a quick wit and rapid fire opinions. The cattle rancher's daughter was taught by her Daddy not to dumb down to anyone. After graduating from Ritzville in 1977, she attended Big Bend Community College for two years, getting her associates degree. In 1979 Linda Lee transferred to Eastern Washington University where she graduated Summa Cum Laude in Home Economics in 1981. She would gleefully tell the story of the professor adopting her as a second professor in the class, as most girls in the class would burn water. Linda Lee met her future husband, John O. Morris, Jr. on a blind date April 18, 1980. She went to meet John's parents and family on their farm a month later on May 18, 1980, the day Mt. St. Helens blew. Linda married John in Ritzville, Washington on November 7, 1981. Her wedding dress belonged to her Mother, Stanna Lee. Linda reconstructed it to fit her and the dress had an 1890's style theme. Linda was a homemaker, first, who supported her husband in his family farm business. She did many tailoring and altering jobs. Her passion was serving in her medieval history group, the Society for Creative Anachronism or the SCA. She was a member of the Barony of Wastekeep in TriCities, WA. Her costumes were very fine in detail and intricate. Linda was intrigued by the history of the Medieval time period. She owned many books and writings of that time period. Linda was active in her church, the Ephrata United Methodist Church. She was always an eager and enthusiastic worker of the church rummage sale. Linda loved people unconditionally and; would gladly give anyone something to eat. She loved animals, particularly the many stray cats that found themselves soon sitting on her lap inside the home. She loved dogs and was always eager to let them out of the kennel and walk them down the ditch bank. She had a great love of family and would call her Mother and her Beloved Aunt Peggy two to three times per week. She was very fond of her husband John, her Daddy Gilbert, her Mother Stanna Lee, her brother Dean and her Mother in Law Shirley Morris. It was very easy to tell that Linda was always around listening to her joyful laugh that came from the abstract and colorful ideas and comments she originated. Linda is survived by the love of her life, John O. Morris, Jr.; her Father Gilbert and Mother Stanna Lee; her brother Dean; and many relatives and friends. Linda's family would like to thank those many true friends and caregivers that stepped up and gave John Morris, Dean White, Gilbert and Stanna Lee White support, comfort and encouragement during this long suffering grief filled journey. The family requests that memorials be sent to the Ephrata United Methodist Church, Trinity United Methodist Church of Ritzville, Washington, The Inland Northwest Chapter of the Alzheimer's Association, or the Summer Wood Alzheimer's Special Care Center Employees Emergency Fund. There will be a graveyard service at the Ritzville Cemetery on Rosenoff Road at 11:00 AM on Saturday August 24, 2013, followed by a reception at Trinity United Methodist Church on 107 W 2nd Ave in Ritzville. A Memorial Service will be held the following day at Ephrata United Methodist Church, 117 C Street NW in Ephrata, WA at 2:00 PM on Sunday August 25, 2013. Danekas Funeral Home of Ritzville, Washington is entrusted with arrangements. People wishing to post a word for Linda may do so at the Danekas Funeral Home Web Site:

Fishin' Magician: Dave Graybill
I spent the early evening fly fishing on the Icicle River, and had a great time. The river is very low and easy to wade, and the later it gets the hungrier the fish seem to be. I started around 5 p.m. in on one of my favorite stretches and got just a few takes. When I moved down stream to another hole, about an hour later, I got plenty of action. I started with a Stimulator and found I had much better luck on a Parachute Adams. Later in the evening I even had good action on the Royal Coachman Trude. One thing that I find effective is to allow my fly to sink and then raise my rod tip and skip and slide the fly back to me. The small trout will chase it down and smack it. It's fun to see and works sometimes when they won't hit something floating in the current. Anglers should be able to get the same experience on the Entiat River above the Falls, on the Twist River and the Methow, where much larger trout are available. Anglers who want to try this better get with it. When the temperatures drop in the early fall, the trout in these small streams go dormant.

Health care was a dominant issue at the national level and in Congress in 2010. Since the passage of the Affordable Care Act, also known as Obamacare, businesses, individuals and states have been trying to determine how to comply with the law and what impact it will have on them. With the size and complexity of the law, the transition has not been smooth. Last month, the Obama Administration announced a delay in the employer mandate. This mandate requires businesses with more than 50 employees to provide health coverage to their employees, or pay a fine if one or more of their employees receives a tax credit through the exchange.

Anne "Yvonne" LaBar Victor
"My Darling, My Darling" Yes Mama, after 33 long years, you and Daddy are finally dancing again to Andy Williams and Perry Como music. Our much loved Mother passed away quietly July 18, 2013. Anne "Yvonne" LaBar Victor was born Dec. 17, 1930, on the "Idaho side" of The Newport Hospital. Mama spent her early childhood years at Spirit Lake, ID, the small logging town where her father, Irving LaBar worked at the local sawmill. The family moved to Spokane when Mom was a young teenager. There she attended Marycliff High School for girls. At the age of 17, while working at Cliff Berry's Modern Maid Ice Cream Shoppe on Grand Blvd, she met the love of her life, Richard "Dick" Victor. They immediately fell in love. Dad was working at the time for Chuck Shields' Chevron Station, just up the hill on Grand Blvd. In 1957 they moved to Moses Lake so Dad could pursue his career in teaching. Mom took a job at The Doctor's Clinic, where she worked for over 20 years. She then worked at Columbia Basin Eye Clinic until she retired. Mom spent her last years living at Emeritus Hearthstone in Moses Lake. She had recently moved back to Spokane and resided at Moran Vista with her beloved cat Annie. Yvonne is survived by son Steve (Ellen) Victor of Spokane, daughter Cathy (Dustan) Knauss of Moses Lake, son David (Farand) Victor of Spokane, and son Rich (Peggy) Victor of Moses Lake. "Grandma Uh-Oh" as she was affectionately called by her grandchildren and great-grandchildren is also survived by grandsons Aaron, Dustan, Nicholas, and granddaughters Kim, Melanie, Kellie and Stephanie. She also leaves numerous great-grandchildren, and many nieces and nephews. Mom was the last of the "LaBar clan" from Spirit Lake. Her brothers Harlan and Don, and sisters Pat, Janet and Mary all preceded her in death. Our Mama was an amazing cook and loved having all of her family over to share with her in fun, laughter and her many special meals. Per Mom's request, there will be no funeral or service. The family will gather soon at Spirit Lake to celebrate her amazing love and life. We miss you so much Mama. We find comfort however, knowing that you are once again with Dad.

As the water lowers the points and huts will even get better for spinner baits and senko's.

Prosecutor backs self-defense laws
GUEST EDITORIAL
EPHRATA - It is disappointing to see some in the federal government not only attack the means by which individuals choose to defend themselves, but now make clear they also seek to limit and infringe upon the very basic human right of self-defense. Specifically, Attorney General Eric Holder recently stated that "it's time to question laws that senselessly expand the concept of self-defense" and argued that the government should impose upon law abiding citizens a "duty to retreat" from an attacking criminal.
Reader urges Americans to speak the truth
Many people used pseudonyms during the American Revolution for protection from the King's government. The First Amendment of the US Constitution was written to protect our freedom of speech and the press. However, civilized debate and protection of the "Freedom of Speech" no longer exists. A wise person will no longer publish under their real name. The phrase "do not shoot the messenger" is more important today than most people would acknowledge.

Lucia Elizabeth (Hughes) Trask-Engles
Lucia Elizabeth (Hughes) Trask-Engles, 98, a sixty-five year resident of Moses Lake, peacefully passed away Sunday morning, July 28, 2013. She was born May 10, 1915 in Spokane, WA to Alfred and Louise (Binder) Hughes and the eldest daughter of six children. On September 12, 1939 she married Raymond Harrison Trask, Jr. of Boise, in McCall, Idaho. After living in Everett, WA for a short period of time, they moved to Moses Lake where they lived on a small farm in Mae Valley and then moved into town in 1967. A graduate of the University of Idaho, she found education of the utmost importance and was now able to devote her life to teaching others until her retirement in 1977. She had a love of traveling and belonged to the Sandy Sam's RV club and spent many wonderful adventures traveling with life-long friends. She was also able to explore the world visiting Alaska, Hawaii, Japan, Europe and her greatest adventure, backpacking for a month in New Zealand at the age of 75. She also enjoyed other hobbies including gardening, playing the piano and up until a few weeks ago, weekly Bridge games. Several years after Ray's passing, she married Loren B Engles. They enjoyed many happy years traveling in their RV group with their dogs until his passing in 2003. Lucia was fortunate to find companionship with Willard Benson and enjoyed their time together up until his passing in 2012. Many people admired their love and friendship while they resided at the Hearthstone. Lucia was preceded in death by her parents and all 5 siblings, husbands Ray Trask and Loren Engles, as well as her special companion, Willard Benson. She is survived by her loving daughter, Mardi Carroll, Grandson Michael Carroll and wife Terra and Great Grandsons, Tyler Carroll and Grant Carroll and one Great Granddaughter, Abigail Carroll. Fishin' Magician - Dave Graybill
I wanted to remind everyone about the special regulations on the sockeye fishery that opens tomorrow on Lake Wenatchee. This is a selective fishery, meaning that no bait is allowed and knotless nets will be required. I mentioned in my report on Wednesday that anglers on the Columbia are using shrimp, but I want to be sure anglers are aware that bait is not allowed on Lake Wenatchee. It is also important to note that all bull trout that are caught must be immediately released and not removed from the water. Bull trout are present in large numbers in Lake Wenatchee and are listed as Threatened under the Endangered Species Act. In past years a favored method of catching sockeye on Lake Wenatchee has been fishing at the top 1/3 of the lake. The fish are near the surface early in the day and then do deeper. You can start close to the boat on your downriggers early and then stretch them back further later. Many people fish with a leader that is much too long. A leader length of 12 to 15 inches is good, and sometimes even shorter will work. You will also want to troll slow for sockeye, 1 mph is about right.
