Calif. man charged in fatal Quincy crash

EPHRATA - A California man was charged in Grant County Superior Court with vehicular homicide in the head-on crash July 18 near Quincy that killed a Moses Lake man.

Ronald Mitchell Kincade, 32, faces two counts of vehicular homicide and one count each of driving under the influence and driving recklessly. Kincade was arrested Thursday after he was released from Central Washington Hospital in Wenatchee.

Kincade, from Montague, Calif., allegedly forced several vehicles off the road, driving a 1996 Chevrolet Blazer, before crossing the center line on state Route 28 and hitting a vehicle head-on. David Castiglia, 50, of Moses Lake, was killed, according to court records.

Prior to the crash, dispatch received at least two reports of a possible DUI in the area.

Last week, the State Patrol asked for information from witnesses before charging Kincade.

Kincade reportedly suffered head and internal injuries in the crash and was flown to Central Washington Hospital, according to the State Patrol collision report. The report also included the names of three witnesses to the crash.

Before being transported to Wenatchee, medical staff on scene reportedly found a small amount of marijuana in one of Kincade's shoes.

A State Patrol trooper also found a prescription bottle filled with anti-seizure medication located in the center console of his vehicle, according to court records.

While attempting to obtain a blood sample from Kincade, the trooper reportedly noticed an odor of alcohol coming from Kincade.

A blood sample was taken but the results were not made available in the police report.

Kincade is also facing a possible felony charge of assault with a deadly weapon in Siskiyou County, Calif. According to reports, Kincade allegedly pinned a female between two vehicles on July 15, three days before the fatal crash in Quincy.
