Reader endorses Skaug in MLIRD election
I had the opportunity to listen to both MLIRD candidates for nearly an hour at the last Moses Lake Irrigation and Rehabilitation district board meeting on November 13. I noticed a remarkable difference between the two candidates. Ken Kernan didn't seem to have a grasp on the issues of the district, whereas David Skaug seems to have a total understanding. The thought came to mind, why would anyone run for this position with such a limited amount of knowledge? Then my light came on: Ken Kernan was Ron Covey's campaign manager, and Ron Covey is looking for someone to put him back in power. Ron Covey is the director, along with Norm Benson, who gave the MLIRD manager the $11,000 annual raise just before Mick Hansen was sworn in, bringing him to $96,000 a year plus benefits. The manager, Curt Carpenter, manages five to eight people. Ron Covey is the director that was having his cell phone paid for to the tune of $1,680 per year. He seems to think that having two directors sign the checks, instead of one director and the manager, is micro-managing and states this at every meeting, leaving before the meeting is even adjourned.

We have lived in our lake-front home for more than 36 years. We moved to Moses Lake because the fishing was great. Water quality is of great importance to us, not only because of the impact it has on fishing, but also because it determines the value of our property. We have known Ken Kernan for more than 30 years. Ken is a charter member of the Potholes Bass Club, as are we. We have seen his organizational skills within the Club. He does what he says he'll do or, if he can't get it done, he'll tell you why. He works well with others and will listen to what you have to say. We know he loves fishing Moses Lake; he's on the water more than we are. He'll win our club's Big Fish of the Year award for the 7.5 pound smallmouth bass he caught. We think Ken Kernan would be an excellent director for the MLIRD. We support his efforts.

Archie H. Ott, age 83, of Moses Lake, WA passed away on Friday November 23, 2012 at Sacred Heart Hospital in Spokane, WA. Archie was born on November 29, 1928 to Walter "Dock" and Janie (Hollowell) Ott in Flippin, Arkansas. Growing up in Eufaula, Oklahoma in an area known as Standing Rock Bottom he received his education before joining the Army in 1946. While enlisted in the Army he served as a Military Policeman, Private First Class. After leaving the Army in 1951 he moved to Mabton, WA where he met his wife Judith (Lamp). They were married in March of 1966 when they moved to Royal City, WA. He worked as a steady farm hand to local farmers until becoming disabled.

Northern flights of ducks and geese have arrived! With mild weather in the basin they will not be leaving any time soon. November 2012 is playing out like the hunting of old. Large groups of mallards have been reported everywhere from farm ponds to the reservoir and even with mild weather hitting dry corn fields in the evening. Duck hunters have been enjoying consistent limits all week with mallards and pintail comprising most of their bags. With the mild weather there still are numbers of widgeon, teal, and gadwall around mostly on the smaller water.

Wilma Dagenette (Bramblett)
Wilma Bramblett was born in 1934 in Hagerman, New Mexico. Her family moved to California, where she graduated high school and married the love of her life, Kenneth Dagenette, in 1950, becoming Wilma Dagenette. She and her husband and family lived along the West Coast as far north as Juneau, Alaska. Wilma raised her children to enjoy laughter, reading, music, and each other. Her most precious gift to them was an unshakable faith in a loving God. She had the gift of a peacemaker, and people drawn to her received loving help and counsel. Wilma moved to Tulsa, Oklahoma, in 2005, with most of her family, where she stepped across into the presence of Jesus and eternal life on November 18, 2012.

Richard Lee Haer, 78, longtime Moses Lake resident passed away Thursday November 15, 2012 at home surrounded by his family. Richard was born in Massillon, Ohio on April 5 1934 to the late John C. and Leona Haer. Richard joined the Air Force in 1952, while stationed at Larson Air Force Base in Moses Lake, he met and married Lila Goehring on August 22, 1954. While in the Air Force, they were stationed at various places, including Germany and France where their youngest daughter was born. Together with their four children they moved back to Moses Lake where he retired from the Air Force in 1972 as a Staff Sgt. Later in 1972, Richard opened and operated H&H Security for 20 years, when he then fully retired in 1992. Richard enjoyed fishing in his younger years and then later enjoyed playing the slots at various casinos and spending time with his grandchildren.

The rain we've been getting for several days straight is going to raise the level of the tributaries in our region. The fishing should still be good on the main stem Columbia River, though. Steelhead continue to be taken in good numbers near Pateros.

John Harold Yearout passed from this earthly existence on November 11, 2012 surrounded by his loving family. John was born November 23, 1939 in Yakima, Washington to Peter and Erna Cromer Yearout. Margaret 'Pearl' Weber was born to Jacob and Sarah Peters on May 8, 1915. One of eight children, she grew up on the family farm in Warden (then Reidel), Washington. She attended Warden Schools and graduated as Valedictorian of her class in 1933. She married Sam Weber on June 30, 1937 and the couple had two children who they raised in Moses Lake.

The Fishin' Magician: Trout Unlimited
A good place to get the lowdown on what's going on in fishing in the region is to attend the Icicle Valley Chapter of Trout Unlimited's monthly meeting. I did just that recently and really learned what others had been doing and what kind of success they've had. In attendance was Shane Magnuson, Upper Columbia Guide Service, and just the day before he had four anglers on his boat. He fished the Pateros area and had ten fish to the boat and kept four two-fish limits of hatchery steelhead. He was using 1/16 to 1.32nd ounce jigs with bright jigs working best when it was over cast and darker colors producing when the sun came out. Jeff Stroup, fish checker for the Department of Fish and Wildlife, said that he has seen more success for steelhead in the last few days than he has in quite a while on the Wenatchee. Things are looking good on the Wenatchee as we approach the first Holiday weekend. Better get out and give it a try.

Maria K. Janzen (47) was a happy go lucky, live your life kinda gal. Like her father, no one was a stranger; she treated everyone like a long lost friend. Her greatest gift in life was always trying to help people and animals. She was a wonderful mother and grandmother; doing all she could to support, love and protect those she loved. To her friends and family, her laughter was her trademark. You could hear it anywhere and know who it was without even seeing her. Although it will be a little quieter around here; it will be that much louder in heaven. Maria Kay Janzen entered this world on July 23, 1965 to Herb and Terry Janzen in Ritzville, WA. She was the youngest of six children. To us, she was Gia and sometimes the Gia Monster. She died unexpectedly on the early morning of November 6th, 2012 in Ritzville. She grew up in Ritzville and graduated from Ritzville High School in 1983. On September 28 , 1983, Maria and Duane welcomed their daughter Nicole Bailes into their lives. Maria married Duane Bailes on October 24, 1984 in Portland, OR. Maria and Duane were married 9 years. In 1993 Maria met Simon Tedrow, they were married on December 1, 1996. They were married for 3 years. Maria would then live the rest of her days in Ritzville, WA. On May 5, 2000 she met Mark Anderson and together they were raising his daughter Hannah. They continued their life together until her untimely death. She leaves behind a loving daughter, Nicole Bailes and future son in law, Mike Stromberger; two grandchildren: Taylor Davey and Jonathan Stromberger; her parents: Herb and Terry Janzen, sisters: Chris (Roger) Smith and Debi (Thomas) Balfe; brothers: Orris (Teresa) Janzen and Leslie (Carolyn) Janzen; many nieces, nephew; her companion Mark Anderson and his daughter Hannah Anderson. She was preceded in death by her brother: Ronald Janzen and grandparents: Peter and Mary Janzen. The Fishin' Magician: Rocky Ford Creek
I have been having great times fishing for steelhead this season, and it is only going to get better. There are other things to do this time of year, though, and since my wife has the day off on Thursday, we are going to make a trip to Rocky Ford Creek, just outside of Ephrata. The Ford is known well as place anglers, particularly fly fishers, can find open water through the coldest winter. It is spring fed and stays at a constant temperature pretty much year round. I warned Darc Knobel, at the Desert Angler Fly Shop in Ephrata that I coming his way, and asked his advice. He said there is nothing new in terms of what to use to catch the big rainbow at the Ford. Small scuds and leeches are working well, and so are egg patterns. I like to fish a leech trailed by an Ultra Scud on an intermediate sinking line in the deeper stretches down there. I have some amazing days stripping this combo. I have also caught many large fish with just a scud under an indicator, too. My wife will probably just drift a scud, no indicator, and I have seen catch rainbow to 25 inches doing it. It has been a while and we're both excited about the trip.

Darlene Johnson was born on January 6, 1936. She was 76 years old and passed on October 25, 2012 at 1:30 p.m. She was a wonderful wife and mother of four, grandmother of four and great-grandmother of three. Never has the world seen a more loving, patient, and amazing woman. We all feel as if a great light has gone missing from the world without her. My grandmother has always asked that in her death we do not grieve but instead to celebrate her life. She wanted her loved ones to know love, happiness, and laugh at the things that make us cry, because while they all seem so serious now later on it is the stuff that does make us laugh. The hardest part about someone you love being gone is that you can't call them up and talk about the good and bad things that happened today. My grandmother was and is my best friend. I feel her love all around me and talk to her everyday because I know in my heart she is still with me. I know she is proud of me. I only wish my girls got to spend as much time with my grama as I did, to really know what an amazing person she is. She is greatly missed by her family and friends. She is survived by her husband Bill, son David, daughters Barbara, Linda and Kim, her grandchildren Kelly, Cassi, Christopher, and Sarah, her great-grandchildren, Joe, Serenity, and Jasmine, her two brothers Dan and Bob, and many nieces and nephews. We thank you all for the kind words and love.

Frank William Cardwell, Sr., 80, of Ephrata, Washington was born July 26, 1932 and passed away November 4, 2012 at the Central Washington Hospital in Wenatchee, Washington. Frank died from complications associated with a heart condition he had lived with for several years. He passed away in the company of his loving wife, sons and daughters, grandchildren and great grandchildren in a celebration of his life that would not have been possible without the staff and doctors of Central Washington Hospital. Frank passed at ease and comfortable knowing his family was with him and loved him. His family was his life and his life was his family's. He will be missed very much.

Thomas M. Ferguson, Jr.
Thomas M. Ferguson, Jr., 78, of Othello, went home to the Lord on November 5, 2012. He was born in Lamar, Missouri on August 28, 1934 to Thomas M. and Mildred (Fabian) Ferguson. He was the middle of three boys. Thomas graduated from Hawaii High School. In 1951, he joined the Navy and served in the Korean War. He joined his oldest brother on board ship. They were the first brothers to serve together during war-time since the O'Sullivan brothers of WWII. In 1955, Thomas re-enlisted and joined the Navy's submarine school. He was then stationed in Puerto Rico until he was discharged in 1957.

Jesus Adrian Jimenez was born May 1, 1991 in Moses Lake, Washington. Living 21 years of his life there, he graduated in 2010 from MLHS. Adrian's hobbies were playing video games, collecting guns, riding his motorcycle, going fishing, hunting, and camping. He always had a sense of humor, especially when it came to picking on his little sister Crystal and playing jokes on her. Being a loving and caring person, he always wanted to be around his many nieces and nephews: Gina (18), Miguel (17), Sundrea (15), Lorenzo (12), Selena (13), Colby (12), Malia (10), Julian (10), Ethaniel (9), Damian (6), Emmanuel (4), and Sebastian (2). He was a hard working person, so when he wasn't at work he was helping his Dad around the ranch. He is survived by his parents Jesus & Florentina Jimenez, his siblings Consuelo Jimenez (Scott), Jessica De La Torre (Jason), Augustin Jimenez (Elizabeth), and Crystal Jimenez. Adrian will be greatly missed.

It is time to pay our second half property taxes. On March 30 I wrote to the county treasurer because our property taxes had gone up 47% from the year before. There has been no response. Is there anything that can be done about this? Is there anyone out there that can help? I worked all my life in a people-helping profession and saved as best we could so we could have a home for our children and grandchildren to visit in but this kind of increase will soon take our home from us.

Are you concerned about the 8 percent PUD rate increase? Well get used to it because Grant PUD has promised the bond rating agencies (Moody's, Fitch and S&P) an 8 percent rate increase per year up to and including 2015 in return for the Aa3 bond rating from Moody's and Fitch's AA bond rating. This will be 5 years of 8 percent rate increases in a row. Part the rate increases are to build PUD cash reserves to over 200 million dollars to humor the rating agencies. The rating agencies do have some legitimate concerns about Grant PUD. One of Moody's concerns is : "concentration of retail sales to industrial customers. A plant owned by Renewable Energy Corporation (REC, NR) is one of district's top industrial customers and this exposure remains a growing concern given severe stress in the solar panel manufacturing sector and REC's declining financial performance. " Aside from the risk REC poses, this concentration of industrial customers is in part causing upward pressure on rates. As of 2011, the industrial customers in Grant County were consuming 46 percent of the retail power but contributing only 40 percent of the revenue. The other rate classes consuming 54 percent of the power and contributing 60 percent of the revenue. It appears the other classes are subsidizing the industrial customers. When you look at the rate the average homeowner is paying, (about 4.8 cents per KWH basic rate included) as opposed to the industrial Class, ( about 3 cents per KWH plus demand) you can see the industrials are being subsidized. Compare this with Chelan's residential rate of 3.2 cents per KWH and Douglas's residential rate of 2.8 cents per KWH, basic rates included. Chelan and Douglas PUD's have protected their residential ratepayers by basing industrial rates on market price and limiting industrial power consumption respectively. The Commissioners should be protecting our ratepayers but they're not.

I just finished reading Darrell Moss's comments on the final presidential debate and can't help wondering how he could notice the change in Romney and overlook the many changes and contradictions President Obama has presented us with the last four years. Darrell evidently follows the unfolding events very closely so there is no need to list Obama's goofs and failures during his first term, but Romney, if elected, will have to work overtime to even meet, let alone top, the disastrous challenge we have enjoyed under the present leadership.
