2. DESCRIPTION OF AGENCY ACTION:
Grant PUD issued the original SEPA Mitigated DNS and Environmental Checklist based upon preliminary design information for the Crescent Bar Recreation Area, Swim Beach, Trails, and Trail Head Improvements on October 29, 2010. The Mitigated DNS was published twice consecutively in the Columbia Basin Herald, Quincy Valley Post and the Grant County Journal during the week of November 4, 2010. The following information presented in the checklist has been updated.
The Crescent Bar Recreation Area, Swim Beach, Trails, and Trail Head Improvements should have included a discussion of access control fencing that would be installed prior to construction of the proposals identified within the earlier Mitigated SEPA DNS and Environmental Checklist, see Appendix D.
This fencing will consist of a 3 strand, smooth wire fence with T-Posts on the boundary of GCPUD property adjacent to private ownership. T-Posts will be driven into the ground by hand.
This fence installation will consist of a total length of 730 feet all within Parcel 141286000.
This addendum is intended to inform the recipients of the original Mitigated SEPA Determination of Nonsignificance and the Environmental Checklist dated October 29, 2010 for the Crescent Bar Recreation Area, Swim Beach, Trails, and Trail Head Improvements of the above changes to the original SEPA Checklist. These additions do not change the Mitigated Determination of Nonsignificance for this proposal.
3. LOCATION OF PROPOSAL (A SUFFICIENT DESCRIPTION SHOULD BE GIVEN TO LOCATE THE SITE, IF ANY, BUT A COMPLETE LEGAL DESCRIPTION IS NOT REQUIRED:
The Crescent Bar Recreation Area fencing project is located at approximately river mile 441 in Grant County, Washington. This site is located on the left bank (east) side of the Columbia River. Driving south on Crescent Bar Road, turn right on Teal Place and the fence will begin approximately 200 feet on the left on the Priest Rapids Project Boundary.
