FACILITY: City of Quincy Municipal and Industrial Wastewater Treatment Plants

The City of Quincy has applied for pretreatment delegation in compliance with requirements of the National Pollutant Discharge Elimination System (NPDES) and in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW), Chapter 173-220 Washington Administrative Code (WAC), Chapter 173- 208 WAC (Grant of Authority Sewerage Systems), Chapter 173-216 WAC (State Waste Discharge Permit Program), Chapter 173-240 WAC (Submission of Plans and Reports for Construction of Wastewater Facilities), 40 Code of Federal Register (CFR) Part 403 (General Pretreatment Regulations for Existing and Sources of Pollution), and the Federal Clean Water Act.

The City of Quincy presently owns and operates both a municipal and industrial wastewater treatment plant and submitted a pretreatment application that meets the requirements of the 40 CFR 403, Washington State Water Pollution Control Act, applicable regulations for pretreatment delegation, and review and approval of Engineering Reports, Plans & Specifications and Operation and Maintenance Manuals.

The Department of Ecology is proposing to grant authority to the City of Quincy to conduct and operate a permit system (pretreatment program) for the regulation of commercial and industrial waste discharges into their sewerage systems in accordance with RCW 90.48.165 and the review and approval of engineering documents and is hereby issuing public notice of its intent.
