The news of the county budget remaining the same as last year was disturbing. I definitely recall reading in the paper a few years ago that the citizens would see some property tax relief because the REC construction would increase the revenue income, thus allowing our current mill rate to be lowered. This would lower our burden across the board. As it sounds now, we will keep that burden, as the county does not need to tighten its belt during these lean economic times. I know it’s only $3 million, but every million helps!

The focus of the editorial is the 2010 budget for the City of Othello. Mr. La Fontaine discusses what he would do with $18 million. The City Council is entrusted with the taxpayers’ monies, not Mr. La Fontaine. The tax dollars the Council is entrusted with, come from many sources; the two most prominent ones are property tax and sales tax, which was omitted from the editorial. The City Council is under a sworn oath to adopt a balanced budget; Mr. La Fontaine is not. So if Mr. La Fontaine has $18 million, he could spend it on big screen TVs as he suggests. The high dollar figure of the budget is the sum total of monies entrusted to the City for reinvesting in the community, and includes enterprise funds such as water/sewer, not just the operating budget. Personally, I am excited that we currently have the monies in the budget to make improvements to our community – and yes, we are growing and are improving City services, an option other cities do not currently have.

Curtis W. Kulm, 57, was born December 12, 1951 to Fred J. and Betty Kulm (Oylear). He attended Lind schools and graduated in 1970. He completed a degree in Diesel Mechanics at the Community Colleges of Spokane, then returned to Lind and worked as a diesel mechanic. In 1981 he began a farming partnership with his brother; which continued to the present. He was a member of Good Hope Lutheran Church in Lind. Curtis is survived by his mother Betty Kulm (Oylear) of Lind, his sisters: Connie Meilke (Karl) of Guelph, Ontario, Canada and Debbie Rausch (Leonard) of Spokane, his brother Fred Kulm of Lind, 7 nieces and nephews, 10 great-nieces and nephews, friend Jacque Laird and sons Derrick and Bryden. Visitation will be Sunday December 13, 2009 from 1 PM to 5 PM at the funeral home. A Memorial Service will be Monday December 14, 2009 at 11:00 AM at Good Hope Lutheran Church in Lind.
