WSDOT announces new round of Airport Aid grant applications

OLYMPIA — It's time for airports to submit their applications for the second round of the 2023-2025 Airport Aid Grant Program, according to a recent announcement from the Washington State Department of Transportation. WSDOT’s Aviation Division anticipates awarding $2 million in funding. Airports can only apply for projects previously submitted through the Statewide Capital Improvement Program, the statement said. The SCIP is an unconstrained prioritized list of projects entered by Washington's 132 public-use airports that captures project requirements for airports to address individual airport needs.

Soap Lake’s Sanchez-Cruz earns Athlete of the Week

SOAP LAKE — Soap Lake sophomore Jocsan Sanchez-Cruz was named an Athlete of the Week by the Washington Interscholastic Activities Association on Thursday after helping the Eagles secure a 2-0 start to the season with a win over Tonasket. Sanchez-Cruz, along with his doubles partner Xavier Gonzales-Robinson, picked up an 8-1 win over Tonasket’s doubles team of Ezra Marland and Cody Singer that locked up a 3-2 match win at home on March 20. According to the release, Sanchez-Cruz has maintained a 3.4 GPA while keeping up with his academics, tennis and assisting with Soap Lake’s GEAR UP program. Being nominated as a team captain, Sanchez-Cruz has guided his Eagle teammates throughout the young season, cheering them on during their matches and being a mentor.

ROYAL CITY — The Knights split Friday’s doubleheader against Eastmont, winning the first game 13-6 before suffering a 12-8 loss to the Wildcats in the nightcap. Royal Head Coach Lisa Lawrence said it’s important to face challenging teams during the non-league slate. “We were feeling confident,” Lawrence said. “We were trying to line up with good competition – we know we need to see that to head into state, to see some competition that we don’t see in league sometimes. Eastmont’s always fun to play; we know them pretty well. We know they have good pitching and hitting.”

Ronald E. Ries, 78, passed away on March 23, 2024, at Samaritan Hospital. Ronald was a modest and private man whose last wishes included a request that no services be held. Arrangements are in care of Kayser’s Chapel of Memories. Ronald was born on May 7, 1945, in Long Beach, California, the son of the late Darrell and Mary Ellen Ries. His family moved to Moses Lake in 1949. He graduated from Moses Lake High School in 1963. He met his future wife, Janet N. Ries, while attending college and was married to her in 1965 in Ephrata. In 1967, Ronald graduated from Central Washington University with a B.A. in Business and Accounting and enlisted in the Air Force. In the service, Ronald received flight training at Williams Air Force Base in Arizona and pilot-instructor training in Panama City, Florida.

NESPELEM — The North Central Washington Narcotics Task Force was named 2023 Agency of the Year for Washington Region 2 by the Western States Information Network, according to an announcement by the Confederated Tribes of the Colville Reservation. According to the statement, the commander of the NCWNTF is Colville Tribal Police Chief Steve Brown. The NCWNTF is comprised of fewer than four full-time employees, including other Colville Tribal Police officers in addition to Brown. Colville Business Council Chairman Jarred-Michael Erickson commented on the award in the statement.

MOSES LAKE — A team of Samaritan Healthcare doctors and nurses, physician assistants, nurse practitioners, lab technicians and other staff recently received an award for their work on a plan to help patients susceptible to sepsis. “Sepsis is the body’s extreme reaction to an infection,” according to the U.S. Centers for Disease Control. Director of Emergency Services Rebecca Suarez and emergency room nurses Courtney Koehn and Amanda Martinez represented the team that won the “Heroes of Rural Healthcare” award for 2024 at the Samaritan commission meeting Tuesday.

OLYMPIA — Colton Conner of Ephrata and Kay Lester of Othello were among the 47 newly commissioned troopers added to the ranks of the Washington State Patrol Wednesday at the 118th Trooper Basic Training graduation ceremony held at the state Capitol Rotunda, according to an announcement from the WSP. The graduation marks the completion of more than 1,400 hours of training, including classroom and practical exercises at the WSP Academy in Shelton, according to the announcement. The training culminated with a coaching trip where the cadets worked the roads alongside field training officers. The combined efforts of the 118th TBTC class resulted in 9,065 driver contacts, 3,069 calls for service, the removal of 540 impaired drivers from the roadways, and 976 collision investigations during their two-month-long coaching trip, the WSP wrote.

OLYMPIA — According to a March 21 reminder from the Washington State Department of Transportation, studded tires must be removed by the end of the day Sunday to avoid a potential fine of $137. "We know that studded tires cause between $20 million to $29 million in damage to state-owned roads in Washington each winter and also damage city and county roads," WSDOT Maintenance Operations Manager James Morin said. "We urge travelers to explore all their traction options, including non-stud, winter-tread tires which are different from all-season tires. These tires are legal year-round and don't damage our highways." The statement said the removal date falls on a holiday this year, which could mean some shops are closed, so WSDOT urges travelers to plan ahead now. Studded tires are legal in Washington from Nov. 1 to March 31. There is no individual exception or out-of-state waiver to the studded tire dates. The announcement said tickets could be issued by the Washington State Patrol as soon as Monday, April 1. WSDOT does not issue tickets.

City to revise parking time limits

MOSES LAKE — The parking situation in downtown Moses Lake may get a little easier, under new regulations the city is considering. Some downtown businesses have complained to the city that there’s no place for their employees to park, and others have complained that downtown employees are taking up spaces that customers could be using. “Customers were saying things to me that they got a good parking spot and they usually don't, or they had to go around the block a couple of times to pull up and find a parking spot, or they had to park (farther away),” said Magen Evans, owner of Hello Nature, which opened in November at 312A S Division St., in the space formerly occupied by Sears. “So I kind of started keeping an eye on the cars out there. But I noticed that all 10 spots (in front of the store) were full, and it seemed to be the same cars every day, and sometimes some would swap out and different ones would come in. And they were here from 10 a.m. to 5 p.m. typically, and they weren’t leaving.”

MOSES LAKE — Five law enforcement officers from the Basin will be honored for their bravery in last year’s shooting at the Gorge Campground, according to an announcement from the Moses Lake Police Department. Det. Edgar Salazar, Det. Sgt. Kyle McCain, Det. Corp. Omar Ramirez and Officer Curt Ledeboer, of the MLPD, and Grant County Sheriff’s Office Det. Korey Judkins will receive the Washington State Medal of Honor for Exceptionally Meritorious Conduct in the Performance of Duty in a ceremony May 3 in Olympia, the announcement said. On June 17, 2023, the five detectives were working undercover at a concert at the Gorge Amphitheatre when a man, later identified as 26-year-old James M. Kelly, began shooting in the campground, killing two women and injuring three others, the MLPD wrote in the announcement. Kelly then took a captive female with him out into a field, where he continued to abuse her.

OLYMPIA — Gun safety legislation requiring the reporting of lost or stolen firearms has been signed into law as of Tuesday. The new law passed through the Washington Legislature as House Bill 1903 and was sponsored by Rep. Liz Berry, D-Queen Anne, and requires that a report be made within 24 hours. “States with these laws have a 30% lower risk that guns will be purchased in that state and recovered after a crime in another state,” Berry said. “By giving law enforcement the tools they need to identify and investigate patterns of gun trafficking our communities will be safer. This bill will save lives.” While Berry said she feels it will save lives, the National Rifle Association has said that the bill punishes law-abiding gun owners who have been the victims of a crime with fines of $1,000.

SOAP LAKE — First-year Soap Lake School District superintendent Aaron Chavez will not be returning for the 2024-25 school year, following action by the Soap Lake School Board Monday. “My status is, I’ve been asked by the board to resign,” Chavez said Tuesday. Chavez has been asked to stay through the end of the 2023-24 school year. Board chair Curt Dotson and board members Signe Knudson, Donald Clark and Nicole Frazier did not return phone calls asking for more information on the decision.

VANTAGE — Work on the Vantage Bridge is expected to lead to delays – maybe long delays – especially on busy summer weekends. As a result the Washington Department of Transportation is suggesting that drivers look for alternative routes on those busy weekends. The $79 million project will repair the bridge deck, which has shown signs of deterioration. Work is scheduled for spring, summer and fall through 2027. Cost of the project is about $79 million. Megan Lott, DOT public information officer for the South Central region, said travelers should prepare for longer trips, no matter what route they take.

The current water level on Potholes Reservoir is 1,043.2 feet, dropping 0.1 feet this past week. We are 3.3 feet below full pool. We have had a warm week of weather. Surface temperatures have warmed to the upper 40s on the main reservoir and to the mid-50s back in the sand dunes. The largemouth bass fishing has been very good this week. This was illustrated this past weekend by Tate Webb and Hunter Wabs who won the Columbia Basin Bass Club tournament with a five-fish bag weighing 26.42 pounds with a big fish weighing in at 7.12 pounds. Fish for largemouth back in the sand dunes. Throw 1/2-ounce black-and-blue jigs, swim jigs, jerkbaits, chatter baits and Texas-rigged plastics. Smallmouth bass are being caught. Fish 18-30 feet using drop shot rigs, blade baits and tubes. Fish the rock piles around Goose Island and along the face of the dam.

Ghanaian multi-media performance heads to Moses Lake April 27

MOSES LAKE — The multi-media performance event “Jaku Mumor,” created and led by artist Okaidja Afroso, will be making its way to Moses Lake through the Columbia Basin Allied Arts. The performance will be held April 27 at Big Bend Community College’s Wallenstien Theater at 7 p.m. Afroso is a multi-instrumentalist, singer-songwriter and traditional dancer from Ghana, West Africa, according to his website. “I've presented him to Allied Arts selection committees a couple of times over the years, and it's never seemed to fit,” said CBAA Executive Director Shawn Cardwell. “‘Jaku Mumor’ is a very new project that he has been creating since the world opened up again after COVID, and he's been back and forth to Ghana a few times, meeting and working with artists there. Artists are coming from Ghana for this tour to perform with him. He's worked with videographers, fashion designers, he's worked with dancers, vocalists, musicians, to tell the story of the Ghanaian Ga-Dangme fishermen.”

MOSES LAKE — Hayden Homes kicked off its newest development in Moses Lake, Polo Ridge, with a meet-and-greet event March 14. “We have about 60 home sites,” said Gina Donangelo Barnecut, senior marketing manager at Hayden Homes. “We've got eight different home plans ranging from 1,100 square feet to just under 3,200 square feet, single story, two-story.” The event drew a crowd of local leaders and representatives from the Moses Lake Chamber of Commerce. Hayden Homes Project Manager Aziel Barraza cut the Chamber’s ceremonial ribbon, and Rob Nalle, senior project manager for Simplicity by Hayden Homes, opened a bottle of champagne and watered the ground with it. Attendees were then treated to a taco lunch catered by Tacos El Rey.

New law expands property tax exemption

OLYMPIA — Property tax regulations will be changed to extend the exemptions for qualifying seniors and disabled homeowners under the provisions of a bill signed into law by Gov. Jay Inslee earlier this week. House Bill 2375 extends the exemption to qualifying property owners who have a detached accessory dwelling unit on their land. It was sponsored by Rep. Keith Goehner, R-Dryden. “This makes the exemption issue more uniform,” Goehner said. “Attached ADUs already receive a property tax exemption.”

Man airlifted after crash near Soap Lake

SOAP LAKE — A Moses Lake man suffered serious injuries in a collision near Soap Lake Wednesday night, according to statements from the Grant County Sheriff’s Office and Grant County Fire District 7. Devon White, 22, was driving a 2010 Ford Taurus west on Road 20 Northeast at about 10:30 p.m. when he lost control of the car near the 3900 block, according to the GCSO. The car struck a gravel driveway, became airborne, landed, struck a rock pillar and a wooden fence and came to rest in the ditch.

Report of a residential burglary in the 1200 block of D Street Southwest. A welder was stolen from inside the garage. Report of a two-vehicle collision on SR 282. Vehicle 1 passed vehicle 2 westbound but did not allow enough time to get back into the westbound lane and struck vehicle 2, smashing the driver’s side window and damaging the mirror. Vehicle 1 continued and was contacted by the Grant County Sheriff’s Office. Vehicle 2’s driver and a passenger sustained minor injuries.

Derr said the company is in a good financial position. “SGL Carbon is once again a strong and stable company whose profitable development I will continue to work on with all my strength until the last day. OLYMPIA — Washington House Bill 1961, aimed at deterring acts of animal cruelty through increased criminal penalties for perpetrators, has been signed into law by Gov. Jay Inslee, according to a March 14 announcement from the Washington State House Republicans. Under HB 1961, all instances of Animal Cruelty in the First Degree – which is already a class C felony – will now be classified as a seriousness level III offense. The statement said this reclassification ensures perpetrators of these crimes will be held accountable by removing the possibility of inconsistent and potentially lenient sentencing. The statement said judges, prosecutors and defense attorneys will have a clear understanding of the severity of these offenses and the corresponding penalties, leading to more equitable justice for animal victims.

WASHINGTON, D.C. — The U.S. Department of Agriculture has approved the state’s request for a natural disaster designation in light of losses incurred during the 2023 cherry crop. The extreme heat in eastern Washington, which began in the spring, led to a condensed harvest window coinciding with California’s delayed cherry harvest. “Last year, Washington’s cherry growers lost around half their crop to extreme weather. Now, as they prepare to kick off their new season, this disaster designation from the Secretary of Agriculture will help growers access federal assistance to keep this $1 billion industry going and ensure Washington’s famously delicious sweet cherries make it into shopping carts,” said Sen. Maria Cantwell, D-Washington. All 12 members of Washington’s congressional delegation sent a request on Feb 1. to Agriculture Tom Vilsack to approve the natural disaster designation.

OLYMPIA — According to an announcement from the Columbia Basin Development League, CBDL, in collaboration with the East Columbia Basin Irrigation District, Quincy-Columbia Basin Irrigation District, and South Columbia Basin Irrigation District, are celebrating the signing of House Bill 1752 by Gov. Jay Inslee. According to the announcement, this legislation addresses technical challenges in managing water resources within the Columbia Basin Project. HB 1752 authorizes the U.S. Bureau of Reclamation to apply for and obtain approval for water right modifications, an adaptation allowing more acres to be irrigated within the CBP without compromising the watershed. The statement said the bill was sponsored by Rep. Mary Dye, R-Pomeroy, and actively supported by the CBDL and the CBP irrigation districts.

Quincy council approves B Street Northeast variance

QUINCY — Quincy City Council members have approved a variance for two blocks of B Street Northeast, ending long-standing discussions about the street and a repaving project that narrowed it. Some residents and business owners along that section of the street said in their opinion the repaving project narrowed it too much. The variance was approved on a 5-1 vote, with council member Dave Dormaier voting no. Council member Josey Ferguson did not vote. After the vote Mayor Paul Worley said city employees will be looking to see if there’s any way to alleviate some of the concerns with B Street. The city’s 2024 budget includes money for preliminary design work on A Street Northeast, the next block over.

Barbara was born in Boulder, Colorado, and spent her earlier years in Colorado, before moving with her family to Canada, when she was 8 years old. She returned to the States for college, where her cousin Pete, introduced her to the love of her life, Homer Dee Engleman. They had a wonderful courtship, writing letters back and forth, while Homer served in the Navy. They were married on July 6, 1969. Both shared a love for children and lived a full life raising their four kids in Selah, Washington.

Elliott Eudene Ford was born in Fort Gibson, Oklahoma, on Dec. 7, 1940, to Iva and Elliott C. Ford. He passed away on March 12, 2024, at the age of 83. Dean, as he was known, grew up in a family of eight children. He moved to Washington state, where he married Colleen (née Stokes) and joined the Air Force in 1959. After his service, he returned to Washington to join his wife, and they raised three daughters together: Debbie, Terri and Deanna. Dean was an independent businessman and owned and operated Dean Ford RV and I-90 RV in Moses Lake, Washington.

MOSES LAKE — Several factors will likely play a significant role in 2024’s apple industry, including labor shortages, legislation, water availability issues, a strong export market and last year’s opening of the Indian market, according to representatives of the Washington Apple Commission and the Washington Tree Fruit Association. Washington State Tree Fruit Association President Jon DeVaney said it is too early for a real crop prediction. “We will not really start trying to do an initial estimate for talking to our members until later in the spring,” DeVaney said. “Crops can be affected by so much weather in between the early part of the season and when harvest begins. We try not to make too many firm predictions too early.”

East Columbia Basin Irrigation District announces scheduled season start

OTHELLO — The East Columbia Basin Irrigation District announced Monday that issues anticipated to cause possible delays to the start of the 2024 irrigation season have been successfully addressed. According to the announcement, remedial work performed on the Main Canal near Billy Clapp Lake has been completed and East Low Canal filling began on Wednesday as scheduled. Deliveries from the East Low Canal will begin March 25 as originally scheduled. There are no impacts to ECBID deliveries from the Potholes East Canal. “On behalf of the Board and team at ECBID, I would like to thank the Bureau of Reclamation and our partners at the Quincy Columbia Basin Irrigation District for their prompt and diligent work to address earlier concerns and ensure the Columbia Basin Project’s Main Canal is back in service and fully operational,” ECBID Secretary-Manager Craig Simpson said in the announcement.

Road closure revisions starting Monday north of Soap Lake

SOAP LAKE — Traffic control measures will be changed for a few weeks on a project to remove some of the rock slope along state Route 17 from Soap Lake to the Lake Lenore Caves. Sebastian Maraga, communications consultant for the Washington Department of Transportation, said the changes will go into effect March 25, and may last at least three weeks. “The contractor will move to single-lane alternating traffic with 20-minute holds,” Moraga wrote in a press release. “At 20 minutes, traffic will be released in one direction, then stopped to allow traffic to clear in the other direction. The road will be open to two-way traffic without restrictions during non-working hours.”

EPHRATA — Future Business Leaders of America is the largest career and technical organization in the U.S., said J. Ryan Shannon, a communications teacher and advisor for the FBLA chapter at Ephrata High School. “It’s the largest career and technical student organization in the country, facilitating students learning and opportunities within the business community and learning the skill sets that will help them be successful in various aspects of business, whether that be the actual operational or the technical side of the business,” he said. Aided by fellow EHS teachers Scott Sandberg, Katie Cummings and Keeva Kimble, Shannon helps EHS FBLA’s 81 members work on a variety of projects in multiple fields to develop the skills they need to pursue a variety of careers. Skills have a wide range of fields from broadcast journalism to client services and simply understanding how to conduct themselves professionally as they network or develop relationships in a work environment, Shannon said. The various fields of development are evaluated in three categories at state-level competition: objective testing, roleplaying and presentations.

Surface temperatures have warmed to the mid-40s on the main reservoir and to the mid-50s back in the sand dunes. The fish are waking up! The largemouth bass fishing has picked up as they are now making their way back into the sand dunes. The bass fishing is fair at this point with several nice catches of largemouth reported. Rosemary Marjorie Triche, 83, formerly of Moses Lake, passed away Monday, March 11, 2024, of natural causes. Rosemary was born July 7, 1940, in Chelmsford, Essex, England to James and Marjorie Fisher, and was raised in Maldon (known for its sea salt). The eldest of five children, Rosemary enjoyed a childhood of memories with her siblings as well as several aunts, uncles and cousins whom were dear to her. However, Rosemary was a spunky teenager with dreams of marrying a GI from the United States. Her dream came true when she met Wilson (“Buck”) Triche from Louisiana, stationed at Wethersfield Air Force Base in Essex. They were married in January of 1963, and Rosemary was proud to attend Air Force events on the arm of her handsome staff sergeant. In 1968, they welcomed Jason Lee Triche into their family, and life was never the same. Jason was Rosemary’s pride and joy. She loved sharing stories of his childhood as well as his accomplishments with anyone she met. Jason was blessed with a deep love from both of his parents and is appreciative of all they did for him.

Ruth Elizabeth Genco, 94, a resident of Moses Lake, Wash., since 1960, went home to be with the Lord March 14, 2024. Ruth was born Dec. 22, 1929, to Nicholas and Emma George in Idaho Falls, Idaho. In 1939 her family moved to homestead 80 acres in Homedale, Idaho. When she graduated high school she attended Kinman Business University in Spokane, Wash. While living in Spokane she met Peter Genco. They were married in 1952. They celebrated 64 years before Peter passed away in 2016. They moved to Moses Lake, Wash., in 1960 and raised their family of one son and five daughters. Ruth was a homemaker and stable figure in the neighborhood. In 1967 she returned to the workforce and was employed by Big Bend Community College for 25 years, retiring in 1992.

There will be police and fire vehicles with flashing lights and sirens, a dump truck, a backhoe and a minibus for children to climb on and explore. The National Guard will bring vehicles too, and there’ll be a Moses Lake Demo Derby car and Tow Mater from the movie “Cars.” “Usually the sirens are on and the horns are going,” Ketterer said. “The kids can climb in and out of some of the trucks to explore them, check them out, honk horns.”

MATTAWA — The Mattawa City Council voted unanimously Thursday to approve new codes regarding the city’s animal control operations and the designation of potentially dangerous dogs, as well as restrictions for problem dog owners. City Attorney Katherine Kenison introduced the changes to the code. “This ordinance is in response partially to your current animal control ordinance, which doesn't really address the potentially dangerous dog component of dangerous dogs under the state statute, and it didn't define a process for how you're handling potentially dangerous dogs,” she said. “You've had, as you've heard, some more activity with your dogs at large, which has resulted in a few incidents where there has been some human contact with the dogs.”

Jig in 18-35 feet of water across the face of the sand dunes. Corral Lake and Upper Goose Lake have been the top trout lakes. From the bank cast Rooster Tails or use PowerBait off the bottom.

OTHELLO — The State Auditor’s Office released the report from the SAO’s audit of the city of Othello’s financial statements for 2022 on Feb. 29, citing no concerns or issues regarding the status of the city’s financial statements in its findings. “In planning and performing our audit of the financial statements, we considered the City’s internal control over financial reporting (internal control) as a basis for designing audit procedures that are appropriate in the circumstances for the purpose of expressing our opinions on the financial statements,” the report stated. According to the report, the results of the SAO’s tests disclosed no instances of noncompliance with various requirements and laws, or other matters that must be reported under government auditing standards.

OLYMPIA — According to an announcement by the Office of Financial Management, Engrossed Substitute Senate Bill 6069 establishing Washington saves, a new retirement security program, passed the House on March 6 after passing through the Senate Feb. 12. According to the Washington State Legislature website, the bill establishes Washington Saves, an “automatic enrollment individual retirement savings account program,” in order to improve private Washington workforce retirement security standards. The OFM identified this bill as requiring a 10-year projection of increased cost to the taxpayers or affected fee payers, according to the announcement, which OFM releases for all bills that raise taxes or fees. The statement said the proposed bill requires civil penalties received by the Washington Labor & Industries Department to be deposited in the Supplemental Pension Fund, fund 881. According to the announcement, L&I does not have data to determine how many civil penalties will be assessed; the cash receipts are indeterminate.

COLUMBIA BASIN – Basketball season across the state came to a close last weekend, with two local teams taking home trophies at their respective state tournaments. Read along for a look at where Basin teams finished this season. Almira/Coulee-Hartline Boys ACH finished out the regular season winning six of their last seven regular-season games, then defeating Columbia (Stevens) 70-45 in the first round of the Northeast 1B district tournament. After losing to eventual state champion Wellpinit 65-59 in the district semifinals, the Warriors ended their season with a 65-58 loss to Wilbur-Creston-Keller in the consolation semifinals. ACH finished the year with an 11-12 record.

The whole game was not super pretty, it really wasn’t, but it was a typical Saturday morning at state, where you do whatever you’ve got to do to get a win.”

MOSES LAKE – The Moses Lake Police Department announced the retirement of Sgt. Brian Jones after 26 years of service to the Moses Lake community late last week. During his time on the force, Jones served on the Interagency Narcotics Team, Honor Guard and the Moses Lake Regional Response Team. he was promoted to sergeant in 2006 and was assigned as a patrol sergeant. He later moved into Investigations, grew that department, and helped form the MLPD Street Crimes Unit.
