LETTER FROM THE EDITOR: Public service and transparency...

Transparency is a word that gets thrown a lot these days. From the perspective of a newspaper editor, it’s become something of a talking point with little substance from a lot of elected officials. We hear it from Congressional folks on both sides of the aisle while at the same time those you and I have elected to serve us at city hall, in county courthouses, in Olympia and in Washington D.C. simply do everything they can to control the message in a way that is the furthest thing from transparent.

LETTER: The Parable of the Blocked Gate

There once was a great city with two gates. The largest gate, on the south side, welcomed merchants, scholars, travelers, local farmers, and the city’s grand army. A long and narrow road leading into the small, northern gate received the sick, the crippled, and the vagabonds. The ruler and his counselors feared the northern gate. “It brings shame to our name,” they said. Some elite voices said: “And diseases and filth.” The ruler had it blocked with stone; the rampart guards told those who approached that the law required them to go somewhere else. One day, a stranger came to the small gate. Dusty from the road, sandals worn, face tired, he saw the gate blocked up. The guards turned him away. He went to the open gate.

Civil Air Patrol cadets take to the skies over Ephrata

EPHRATA — There couldn’t have been a better climate to teach teenagers to fly in. “We’ve had really good weather,” said Civil Air Patrol Lt. Col. Kathy Maxwell. “Usually by now we’ve had a smoke day or a windy day, or an overcast day.” The CAP cadets are wrapping up the second week of this year’s Desert Eagle National Flight Academy, held every year at Camp Boucher at the Port of Ephrata. Nineteen cadets from around the country, plus one from Japan, came to Ephrata to learn the basics of flying: airplane systems, pre- and post-flight procedures, navigation. In between they’re flying around the Ephrata Airport, first with instructors, then finally solo. The skies between Ephrata and Moses Lake are pretty mellow for flying, but that doesn’t mean there will be no surprises, cadets said.

Tips for entering flowers at the fair

MOSES LAKE — You’ve worked all year to make your flower garden a thing of beauty. What better way to show it off than to enter them in the fair? The Grant County Fair has divisions and classes for every kind of flower or flower arrangement under the sun. Valerie Parrott, president of the Columbia Basin Garden Club and a judge in the fair’s horticulture barn, has tips for making your flowers look the best they can. “Flowers are judged on how close they are to perfection,” Parrott said. “It doesn’t matter if they’re the smallest flower or the largest flower. It only matters how close to perfect the bloom is.” With that in mind, Parrott said, timing is crucial. Exhibits are dropped off Monday morning of fair week, which this year is Aug. 11, and judging begins at 9 a.m. Tuesday. That means the flower you’re entering needs to be perfect right then.

Washington’s statewide cap on annual residential rent increases will be just shy of 10% next year, down slightly from its current level. The limit, which takes effect Jan. 1, will be set at 9.683%, the state’s Department of Commerce said Friday. House Bill 1217, signed into law in May by Gov. Bob Ferguson, restricts annual residential rent increases to 7% plus inflation, or 10%, whichever is lower. The law went into effect immediately, with the rate for the rest of 2025 set at the 10% maximum, as 7% plus inflation equaled 10.8%. Going forward, the Department of Commerce will announce the annual rent limit each July. The timing is based on the release of inflation data from the U.S. Bureau of Labor Statistics.

LETTER FROM THE EDITOR: It takes a community...

Often, the folks here at the Columbia Basin Herald refer to getting the paper put together and out the door as a “daily miracle.” Every day, stories fall through for different reasons, plans have to be adjusted, and unexpected events come along to throw a wrench in the proverbial works. There are two groups of people outside of our organization who help us make that miracle happen by providing us with the information we need to complete stories or start a story in the first place. Public information officers and those that offer news tips. Public information officers – or community engagement specialists, media representatives or any of a number of other fancy titles that mean public information officer – are godsends to a journalist. Folks like Kyle Foreman at the Grant County Sheriff’s Office; Susan Scheib at Columbia Basin Hospital; Sarah Morford and Ryan Shannon at the Ephrata and Moses Lake school districts, respectively; Gretchen Youngren at Samaritan Hospital; Cpt. Jeff Sursely at the Moses Lake Police Department; Matt Killebrew and his team at Big Bend Community College; or, folks like Cpt. Troy Froewiss who landed in the role because he was in charge of the shooting incident in Ephrata this past Sunday.

Campaign seeks to bring opioid addiction out of the shadows

MOSES LAKE — The reasons for addiction are many, but everybody has one. That’s the point of a campaign by the Grant County Health District to highlight opioid addiction and overdoses. It’s part of a two-phase campaign to explain some of the reasons behind addiction, and encourage people to seek help. “It can be loss, or pain, or struggle, but everyone has a reason that they may start using substances,” said Lexi Smith, communications coordinator for the Grant County Health District. “But on the flip side of that, everyone has a reason that they don’t, or that they choose to help someone who does.” The tagline for the Everybody Has a Why campaign is “Make addiction a conversation, not a secret,” and removing the shame of seeking help is a primary aim.

Irrigation canal critical to Yakima Valley is at risk of failure after wildfire damage

A 115-year-old canal in the Yakima-Tieton Irrigation District that was severely damaged during the Rimrock Retreat Fire last year is now at imminent risk of failure. Fixing the 12-mile waterway will cost an estimated $229 million and involve work spread over more than a decade. But if the canal suddenly goes out of service, officials say it could cause up to $3 billion in losses over three years for 35,000 acres of farms and 28,000 acres of orchards in the Yakima Valley that are part of the irrigation district. Surrounding communities also rely on the canal to deliver water to fire hydrants and other municipal fire suppression systems.

The market management celebrated with a scavenger hunt and basket giveaway. Soap Lake musician Rylei Franks sang, and a good-sized crowd roamed the booths looking for fresh produce, good food and handicrafts.

Immigration arrests surged last month in Washington

Federal immigration arrests across Washington rose sharply in June as the Trump administration continues its aggressive nationwide push for deportations, according to new data. Arrests in June, more than 275, were at least double any month since President Donald Trump reclaimed the presidency in January. At the same time, the share of arrestees in Washington with criminal records dropped sharply, to less than one-third. The figures come from the Deportation Data Project out of the University of California, Berkeley, where researchers received the information via Freedom of Information Act requests. The data runs through June 26. “I think that every community member in our country who is watching the news and comes from an immigrant family is increasingly concerned about their safety here,” said Caedmon Magboo Cahill, director of policy advocacy at the American Civil Liberties Union’s Washington chapter.

Arthur Sergio Castro

July 9, 1955 — July 6, 2025

Arthur was born to Cesar and Victoria Castro, who immigrated to Moses Lake from Mexico in 1949. The couple settled in a small farmhouse off of Stratford Road near Crab Creek. Arthur, the fifth of eight children, grew up a farm kid with his brothers and sisters. The Castros raised animals and young Art would fetch fresh milk from the farmer down the road. He and his brothers loved fishing near the creek and Art became an avid bass fisherman as an adult. Once, near Block 40, Art reeled in a largemouth bass that weighed nearly 12 pounds. Throughout his childhood and teenage years he worked construction jobs, drove potato trucks and learned mechanics. He graduated from Moses Lake High School in 1974 and soon after met the love of his life, Salina. Art and Salina were married in Moses Lake in 1979 and would raise four children in the Knolls Vista neighborhood.

Ozzy Osbourne, who led Black Sabbath and became the godfather of heavy metal, dies at 76

Ozzy Osbourne, the gloomy, demon-invoking lead singer of the pioneering band Black Sabbath who became the throaty, growling voice — and drug-and-alcohol ravaged id — of heavy metal, died Tuesday, just weeks after his farewell show. He was 76. “It is with more sadness than mere words can convey that we have to report that our beloved Ozzy Osbourne has passed away this morning. He was with his family and surrounded by love. We ask everyone to respect our family privacy at this time,” a family statement said. In 2020, he revealed he had Parkinson’s disease after suffering a fall. Either clad in black or bare-chested, the singer was often the target of parents’ groups for his imagery and once caused an uproar for biting the head off a bat. Later, he would reveal himself to be a doddering and sweet father on the reality TV show “The Osbournes.”

Report: 140 Californians a day flee to the land of no income tax – Washington

(The Center Square) – Californians are trading wildfires and income tax for rain and $154,000 tech salaries, according to a new report. StorageCafe’s report found that approximately 140 Californians move to Washington state every day. In 2023 alone, 51,000 people moved to Washington, and 23,000 moved to King County specifically, which is where Seattle and Redmond – major U.S. tech hubs – are located. Experts are citing economic opportunities in Washington as the main driver. Susan Curran, director of the University of Washington’ Center for Studies in Demography & Ecology, expects the migration of Californians to Washington will continue at the current pace due to climate issues in California, which “will make portions of the state increasingly unlivable.”

People with disabilities should take extra steps in case of fire

MOSES LAKE — Fire danger is always high at this time of year. For people with disabilities, that can be problematic. July 26 is National Disability Independence Day, recognizing the nearly one-third of Americans who live with a disability. Unfortunately, having a disability can make the danger that comes with a fire much greater, according to a statement from the Washington State Fire Marshal’s Office. Of the 72 fire deaths that occurred in Washington state last year, 11 were people with a disability. Physical disability was the second leading human factor contributing to fatalities in residential buildings between 2017 and 2019, a study by the U.S Fire Administration found, accounting for 30% of deaths.

Home inventory up, sales slow but still steady in the Basin

MOSES LAKE — There’s a lot of activity going on in the real estate compared to a year ago, according to data from the Northwest Multiple Listing Service, which tracks real estate trends in 26 Washington counties. According to the NWMLS, Grant and Adams counties had higher increases in active listings and closed sales in June 2025 over June 2024 than the rest of the state. But the activity on the ground only partly bears that out, said Brian Gentry, principal managing broker for Re/Max in Othello. “Over last year, yes,” Gentry said. “Over three years ago, no. There’s a lot more inventory right now. Where we would typically on any given day see in Othello 11 or 12 things on the market, we’re in about the 35 range right now. Some of those are new construction, so they’re presales, but there’s a lot of people putting their homes on the market.”

"Without this machine, it would take two staff members about 90 minutes to package 100 summer meals," said Alain Black, Director of Food Services for Ephrata School District. "Now those two staff members can prepare up to 170 meals in under an hour. That’s a huge difference, especially when demand is growing each week."

Kluge said the best way to contact her about the roosters is by texting her phone at 509-237-5722. If flying friends are not what you are looking for, the shelter also has several dogs and cats available for adoption. Visit RockBottomRocker.org to learn more about the other animals. Early Literacy Fair gets children comfortable with reading

MOSES LAKE — If you can get children reading and learning early, they’ll never stop. That’s the theory behind the Moses Lake Public Library’s Early Literacy Fair. “We have a variety of what are called the big books,” said children’s librarian Zach Walker, holding up an ABCs book that looked to be about 12 inches by 18. “The letters are all nice and big, so (children) can more easily start with the big stuff and work their way down to the smaller ones.” The Early Literacy Fair is the library’s way to give small children, mostly under 5 years old, a chance to get acquainted with books and other brain-stimulating activities. Several activity stations were set up Thursday in the children’s section of the library, with books, coloring sheets and crayons and activities to engage little hands and young minds.

There’s a lot of history, and our alumni always come by, and they show out and they take care of us, and then our kids and our future kids who are coming to the program get to benefit from that.” Tee off was at 9 a.m. Saturday and the weather was suitable for golfing with clear skies and reasonably warm weather. According to Martinez, the turnout hit maximum capacity to the point they had to borrow carts from other businesses ahead of time.
