City of Quincy Notice of Annual REVIEW CYCLE: Comprehensive Plan Amendments Amendments to the City of Quincy Comprehensive Plan are made once annually according to Quincy Municipal Code Chapter 17.17. The City undertakes the annual review process of considering proposed amendments to the Comprehensive Plan as set out in section 17.17.030. Such proposed amendments and/or revisions to the Comprehensive Plan are categorized into three types: area wide amendments; capital facilities amendments; and urban growth area amendments. An annual amendment can be initiated by the City as a city-identified deficiency or initiated by any person as a suggested amendment to be taken through the annual review process. Submissions must be submitted in writing with the following details. Comprehensive Plan Applicant Contact: City of Moses Lake Mailing Address (Applicant): PO Box 1579, Moses Lake, WA File Number: PLN2025-0038 Comment Due Date: July 7, 2025 Project Location: Citywide Project Description: This Water System Plan (WSP) presents a description of the City of Moses Lake (City) existing water system and service area, a forecast of future water demands, policies and design criteria for water system operation and improvements, the operations and maintenance program, staffing requirements, a schedule of capital improvement program (CIP) improvements, and a financial plan to accomplish the improvements. The WSP also includes several ancillary elements that include a water use efficiency program, a water quality monitoring plan, a wellhead protection program, and a cross-connection control program. This WSP complies with Washington State Department of Health (DOH) regulations under Chapter 246-290 Washington Administrative Code (WAC), which requires water purveyors to update their water system plans every 10 years. This WSP has been written to meet 10-year planning requirements. Required Studies: As determined by the City of Moses Lake. Required/Existing Environmental Documents: The City of Moses Lake has reviewed the proposed project for probable adverse environmental impacts and has issued a Determination of Non-Significance (DNS) for this project. This may be your only opportunity to comment on the environmental impacts of the proposed project. No significant adverse environmental impacts have been identified that cannot be mitigated. Preliminary Determination of Consistency: Excepting for permit issuance timelines, the City-wide amendment does not have project level environmental impacts. The City will regulate impacts consistent with the Moses Lake Municipal Code, and other local, state, and federal laws or rules. These laws and rules should provide adequate analysis of the impacts of this project. Required Permits: Code amendment process with subsequent adoption. A public hearing has been scheduled for July 22, 2025 at 10:00AM in the City of Moses Lake Council Chambers located at 401 S. Balsam St. Public Comment/Review/Appeals: The public and other agencies with jurisdiction are encouraged to review and comment on the proposed code amendment and its probable environmental impacts.
