PURSUANT to R.C.W 43.21C, NOTICE IS HEREBY GIVEN THAT on November 20, 2018 the Moses Lake Irrigation and Rehabilitation District (LEAD AGENCY) did issue a mitigated determination of non-significance relative to the environmental impact of the following described proposal: The Moses Lake Irrigation and Rehabilitation District (MLIRD) proposes to remove sediment in the Fountain Side area of Parker Horn in Moses Lake to reduce impacts of the accumulated sediment. The primary project area of Parker Horn would be southwest of the N Stratford Rd bridge. The Moses Lake Irrigation District proposes hiring a dredging contractor to perform the dredging of the Fountain Side Dredge Site in the summer of 2019. Dredging would occur between July 1 and October 1. The contractor would utilize a floating hydraulic dredge to remove sediment from within the site. The sediment would be pumped north to the MLIRD de-watering site for processing and water removal. Geosynthetic dewatering bags and a flocculant would be used to remove suspended sediment during the dewatering process. The sediment laden slurry would be pumped from the dredge through a contained pipe to the dewatering site where it would enter the completely contained bags. The bags would filter the water out and contain the sediment within the bags while they are being filled. As the water leaves the bags it is treated with a flocculant to help any remaining sediment settle out before the clean water flows back through the existing return water path to the lake. A floating turbidity curtain would be installed around the water return at the dewatering site. Turbidity would be monitored during de-watering. If turbidity at the site exceeds Department of Ecology standards, work would be stopped until the issue can be resolved. After it dries, the sediment would be hauled off site to the existing MLIRD sediment reclamation area at Connelly Park. In total, sediment would be removed to a depth of approximately 3 ft across the entirety of the dredge site. The site would cover approximately 415,000 sq. ft of area, and approximately 50,000 cu. yds of material would be removed. The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment subject to the stipulated mitigations under the State Environmental Policy Act Rules. The lead agency has determined that there are no probable significant adverse impacts that cannot be mitigated and has issued a Mitigated Determination on Non-significance. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request and may be reviewed at the Moses Lake Irrigation and Rehabilitation District, 1055 W. Why print ballots in other languages?
I have wondered why our ballots are available in different languages? One requirement for voting is to be a U.S. citizen, and one requirement for citizenship is to be able to read, write and speak English (form N-400). It seems to me that providing ballots in any language other than English encourages non-citizens to believe they have citizen rights that they do not have; it also encourages officials to allow registration to those who have no right to register or vote.

Janis Rountree new EDC marketing director
RITZVILLE — Janis Rountree has been named the business development and marketing coordinator for the Adams County Economic Development Council. The job’s primary focus, Rountree said, includes working to bring new business to Adams County and supporting businesses that are already here. It’s also important to promote opportunity for workers, she said, so people know they can build a career in Adams County. “There are jobs here. There are good jobs here,” and there are opportunities for advancement. The economic development council also works with businesses and cities, to get the word out about them and connect them with interested parties. When towns and businesses are looking for ways to connect, “we definitely will do what we can to help.” The goal, she said, is to promote “solid growth in our community, (and) in our county.” Adams County is positioned close to Spokane, but not too close. Land and housing are more affordable, it has a lower cost of living and abundant land gives businesses room to grow, Rountree said. Two major highways, U.S. 395 and Interstate 90, meet in Ritzville. “That’s a big selling point.” Rountree is one of those Adams County kids who came home. “I came from a family of dryland wheat farmers.” A graduate of Lind High School, she moved away then came back, getting a job at the Ritzville Journal, at that time owned by current ACEDC manager Steven McFadden. “A mentor of mine.” McFadden worked with Rountree in her effort to keep her business, a Ritzville restaurant. “I’ve learned the hard way the struggles a small business faces,” she said. Rountree and her family worked to get a loan for the business, but were ultimately unsuccessful. McFadden suggested she apply for the job at the ACEDC, which had been vacant about nine months, and ultimately she was hired.

We figured the frost would not be that bad and we could get more time for the tomatoes to ripen outside. A week later we had picked all the tomatoes, as an even harder frost was in the works. As a result, we've had a few boxes of tomatoes in the house ripening. That means a lot of tomatoes have been ripening at the same time. How quickly can we use them up? Fresh tomato soup!

Nordsten submitted a letter to the editor that suggested I had not been fully open about myself, my work experience, my time in the Navy, and insinuated that I was trying to hide something from my past. He referred to the candidate forum on Oct 8 as being particularly uninformative about who I am and what experience I had to be a successful county treasurer. The limited time available for speaking at the forums forces the candidates to focus on the most important information. After every forum I was available to answer individual questions for anyone. While my background and experience are definitely important, I have no less (and I would argue more) experience than my opponent did when he took office. Secondly, I am not aware of anything that would be of concern about my past. I am a very open person.

In my career as a farmer I have had the opportunity to engage in business relationships with two of our sitting PUD commissioners, Tom Flint and Larry Schaapman. From these associations I have come to know both men as ones of unquestionable integrity. I know that Grant County PUD is safe with their stewardship and judgment and the incoming members should be like-minded individuals. Patti Paris and Terry Brewer have this mentality. Their opponents, not so much.
