City of Moses Lake Notice of Application and Optional DNS Blue Line Construction submitted an application on August 24, 2017 to construct a two-story 12,480 square foot (footprint) for the purpose of growing, processing, and packaging marijuana. Additional information submitted September 21, and the application was determined to be substantially complete and ready for review on September 28, 2017. The project location is 225 N. Silva. The site is 2.4 acres and is located in the Heavy-Industrial Zone. The project has been determined to be consistent with the City's Comprehensive Plan and the following development regulations are applicable to the project: City of Moses Lake Municipal Code Title 14: Environmental Regulations, Title 16 Buildings and Construction, Title 18 Zoning. Environmental review is required for this project. The City of Moses Lake has reviewed the proposed project for probable adverse environmental impacts and expects to issue a Determination of Non-Significance (DNS) for this project. The optional DNS process in WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impacts of the proposed project. No adverse environmental impacts have been identified, so no mitigating conditions have been identified as necessary through SEPA. The project review process may include additional mitigation measures under applicable codes. Written comments on this project will be accepted until 5:00 p.m. on October 24, 2017. Persons who want to be informed of future actions, or the final decision on this proposal should provide their name and address to the project planner. The final decision on this proposal will be made within 120 days of the date of the notice of completeness and may be appealed according to the City appeal provisions specified in Moses Lake Municipal Code 20.11, Appeals.
