Columbia Foods has applied for a State Waste Discharge permit in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW) and Chapter 173-216 Washington Administrative Code (WAC).

Columbia Foods is a vegetable processing facility located between Ephrata and Quincy along State Highway 28. Freshly harvested vegetables are processed at the facility and placed into bulk containers and frozen. Process wastewater is collected and piped approximately one mile east of the facility to an irrigation pond/sprayfield system for final treatment. The water is applied via center-pivot irrigation to approximately 235 acres.

Following evaluation of the application and other available information, a draft permit has been developed which would allow the discharge of treated industrial wastewater from Columbia Foods to land.

A tentative determination has been made on the effluent limitations and special permit conditions that will prevent and control pollution. A final determination will not be made until all timely comments received in response to this notice have been evaluated.

PUBLIC COMMENT AND INFORMATION

NOTICE IS HEREBY GIVEN that the registration files in the following Districts: Moses Lake School District No. 161; Grand Coulee Dam School District No. 301-J; and Grant County Fire District No. 3;, will be closed against original registrations and transfers from midnight, Saturday January 6, 2007, (last day for registration will be governed by the office hours of the Registrar) until after the Special Election, State of Washington, on Tuesday, February 6, 2007. PROVIDED that any unregistered qualified elector may register to vote in person at the Auditor's Office and apply for a ballot up to the 22nd day of January 2007, before the election.

The closing of the books and handling of registrations and transfers are being done in accordance with RCW 29A.08.140.

NOTICE OF MITIGATED

DETERMINATION OF

NON-SIGNIFICANCE

NOTICE IS HEREBY GIVEN that the City of Moses Lake issued a Mitigated Determination of Non-Significance (MDNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:

Field of Dreams Major Plat - Subdivide 5.28 acres of land into 23 duplex lots. The proponent is Smart Homes, Algona, WA. The site is legally described as a portion of Park Orchard Tract 41 in S15-T19N-R28E, and is located north of Malaga Street and east of Paxson Drive in the R-2, Single and Two-Family Residential Zone.

After review of the completed environmental checklist and other information on file with the City of Moses Lake, the SEPA Responsible Official has determined this proposal will not have a probable adverse impact on the environment if the stipulated mitigation is provided. Pursuant to WAC 197-11-340(2) the lead agency will not act on this proposal for 14 days from the date of determination. Comments on the MDNS must be submitted by January 10, 2007 to the Responsible Official.
