ORDINANCE 2872 AN ORDINANCE OF THE CITY OF MOSES LAKE GRANTING CASCADE NATURAL GAS CORPORATION, A WASHINGTON CORPORATION, ITS SUCCESSORS, GRANTEES, AND ASSIGNS, THE NONEXCLUSIVE RIGHT, PRIVILEGE, AUTHORITY, AND FRANCHISE TO CONSTRUCT, OPERATE, MAINTAIN, REMOVE REPLACE, AND REPAIR EXISTING PIPELINE FACILITIES, TOGETHER WITH EQUIPMENT AND APPURTENANCES THERETO, FOR THE TRANSPORTATION AND DISTRIBUTION OF NATURAL GAS PRODUCTS AND BYPRODUCTS WITHIN AND THROUGH THE CITY OF MOSES LAKE. The Moses Lake City Council adopted an ordinance which grants Cascade Natural Gas Corporation a nonexclusive franchise to operate and maintain a natural gas pipeline within and through the City of Moses lake. This ordinance, which was passed on October 24, 2017, will take effect and be in force five (5) days after publication. ORDINANCE NO. 2874 AN ORDINANCE VACATING A PORTION OF RIGHT-OF-WAY (This summary is published pursuant to RCW 35A.12.160. The Moses Lake City Council adopted an ordinance which vacates a portion of right-of-way northeasterly 10 feet of Fig Street and the southeasterly 10 feet of Commercial Street adjacent to a portion of Lot 3, Penhallurick Addition. Gayle Goodwin
Gayle Goodwin, 75, of East Wenatchee, passed away surrounded by family and her loving caregivers on January 31, 2012, due to advanced Alzheimer's Dementia. Gayle was born April 14, 1935, to E. Ray and Dorothy Ulbrickson in Bellevue, WA. In 1953, she graduated from Bellevue High School. Gayle always loved horses, especially her horse, Lindy, and rode in the Bridle Trails Park near her home. Gayle was a very accomplished equestrian, riding English and Western. She married Don Garneau on December 16, 1953. They moved to Anchorage, AK, where Don was stationed in the Army. They moved to Moses Lake in 1955, to farm with Don's parents. Gayle enjoyed the farm life and raised her family riding and showing horses, as she had done growing up. She was one of the founding members of the Mid-State Horse Show in Moses Lake and continued to volunteer for many years. In 1967, Gayle lost Don in an automobile accident. With five children to raise, she showed strength and courage and worked at Skeen's Western Wear and drove school bus for the Moses Lake School District. On March 27, 1970, Gayle married Robert "Bob" Goodwin. She enjoyed working with Bob while he continued his Veterinary practice. She and Bob were very active in the horse racing industry, raising and racing their own thoroughbreds. Gayle would haul race horses to the different tracks, once as far as Yakima to Regina, Canada, with four horses by herself. Together, after Bob's retirement, they planted an apple orchard on their farm in Mae Valley and continued to operate it until 1992. Bob and Gayle also enjoyed spending time at their cabin in Wauconda and drove to Alaska with their camp trailer and dog, Zeke. Bob preceded her in death in 1997. Gayle enjoyed her garden, sewing, cooking, riding horses and long walks with her dog, Zeke.
