The EPA, under the federally mandates National Pollutant Discharge Elimination System (NPDES), issued a municipal stormwater permit to Moses Lake in February of 2007. This permit was not based on amount of rainfall, but on the fact that Moses Lake is listed as an “impaired Water of the State” and as a “Water of Statewide Significance.”
