Ray E. Richardson, 70, of Moses Lake, Washington passed away on Aug. 14, 2023, after a long battle with cancer. Ray was born to Bobbie E. Richardson and Shirley M. Reddell on July 20, 1953, in Wichita County, Texas. Ray moved to Washington with his family in 1983. Ray’s favorite pastimes were fishing, hanging out with his dog Baby Doll, playing cribbage, drinking Coca-Cola while eating sweet treats and watching his dog play in the yard while it was snowing. Ray enjoyed spending time with his grandchildren whenever time would allow. Ray also liked having long talks with Katrina while traveling for his treatment.

Elizabeth "Beth" Sisson passed away Wednesday August 10th, 2011 at Colonial Vista Care Facility in Wenatchee after a courageous and determined five year battle with cancer. Born June 7, 1961 in Ephrata, WA, her family moved to Spokane where she was raised. She graduated from Shadle Park High School in 1979, and then earned both BA and MA degrees in Speech Pathology from Eastern Washington University. She began her career as a Speech Therapist with the Moses Lake School District in 1984. She then worked several years for Speech Pathology Associates covering various school districts, hospitals, and home visits throughout the Columbia Basin and in Douglas and Chelan counties. In 2007, Beth formed her own business, Columbia Basin Speech Therapy in Moses Lake. She contracted with both the Quincy and Royal School Districts for speech services and also was the on-call speech evaluation consultant for three hospitals in Grant County. Beth affected many lives as a caring speech therapist primarily working with young children throughout the Columbia Basin. The dedication she presented in her work was extraordinary.

Arlene McCart, surrounded by family members, fell asleep in Jesus at the age of 91 following a short illness. Arlene was born to Roy and Carrie Gratias on March 30, 1919 in Nora Springs, Iowa. The family moved to Wisconsin where her father trapped animals and farmed. She was the third child born into the family with two older brothers, Virgil and Irvin. Arnold, Leonard and Maxine followed. After her marriage to Halsey Raymond McCart on June 2, 1940 they moved to Vallejo, California. Three children soon joined the family, Charlene Idell, Douglas Arnold and Sharon Louise. During the 50’s the family moved to Edmonds, Washington. During that time in addition to being a homemaker, Arlene took a job in a local bakery and then in a confectionary where she was loved by the customers as she made sundaes, milkshakes, malts, etc. During the years in Edmonds, the family worked and played together. There were many family camping trips, fishing adventures and trips to see friends and family. Retirement came all too soon and in 1980 Arlene moved with her husband to Moses Lake where they spent their retirement traveling, fishing and entertaining friends and family alike. Arlene loved working crossword puzzles, reading, playing games, knitting, crocheting and making crafts. She was known for making mouth watering homemade bread, pies and cakes. Many friends and relatives and every one of her children and grandchildren was given a hand made afghan. A grand baby, great grand baby or great, great grand baby never entered the family without a pair of hand-made booties, blanket or bonnet. Rarely did a guest leave her home without receiving some handmade craft. Arlene found the greatest joy when spending time with her family and friends. She was a member of the Moses Lake Seventh-day Adventist Church. A viewing will be held Saturday afternoon at Kayser’s Chapel of Memories from one until three in the afternoon. She will be laid to rest next to her husband Halsey McCart in Lynwood, Washington at one o’clock in the afternoon at the Floral Hills Memorial Gardens. She is survived by three children, seven grandchildren, sixteen great grandchildren and one great great grandchild.

Racial restrictions still on the books in some Basin neighborhoods

MOSES LAKE — When you buy a home, there are often neighborhood covenants that come with the property. Sometimes you have to have your house set a certain distance back from the street, or you can’t put up a shed as a second residence, or you can’t run certain kinds of business out of the house. And on paper, at least, sometimes you have to be white to live there. “Starting in the mid-20th century in eastern Washington, and earlier in some other places, developers began adding racial restrictions,” said Dr. Larry Cebula, a professor of history at EWU and managing director of the project. “These typically read ‘only members of the white or Caucasian race will live here.’ There’s usually a kind of codicil saying ‘excepting servants thereof.’ So if you had a servant who was a person of color, they could live there. Most of the racial covenants we find in eastern Washington reads like that. Sometimes there’s a list of who can’t live there: ‘No Negros may live here,’ ‘no members of the Asiatic race,’ – something like that. The language varies, but it’s usually only whites.” ...
