NEW ORLEANS (AP) — Former Louisiana Gov. Murphy J. “Mike” Foster Jr., a folksy millionaire businessman who pushed major changes in education policy and lawsuit rules through an increasingly conservative state Legislature in the 1990s, died Sunday. He was 90.
