California governor outlines strict guidelines for schools

SAN FRANCISCO (AP) — California Gov. Gavin Newsom laid out strict criteria Friday for school reopenings that make it unlikely the vast majority of districts will have classroom instruction in the fall as the coronavirus pandemic surges.
