Ephrata PD chief, city reach separation agreement after dispute over leadership, communication

EPHRATA — When former Ephrata Police Chief Erik Koch submitted a letter Sept. 15 seeking a separation agreement with the City of Ephrata, it followed years of praise for his service and months of disagreements with city leadership over communication, personnel matters and the role of the police chief within city government.
