LEGAL NOTICE  PUBLIC UTILITY DISTRICT NO. 2 OF GRANT  COUNTY, WASHINGTON   PURSUANT TO RCW 54.16.080   RESOLUTION PROVIDING FOR THE FILING OF A PROPOSED BUDGET FOR THE YEAR 2027, SETTING A DATE FOR PUBLIC HEARING, AND AUTHORIZING NOTICE OF SUCH HEARING  WHEREAS, the preliminary proposed budget of revenues and expenditures for Public Utility District No. 2 of Grant County, Washington, for the year 2027 shall be filed on September 1, 2026.  WHEREAS, public comment on the proposed 2027 budget shall open on October 27, 2026, during the regularly scheduled Commission meeting and shall conclude upon adoption of the budget. Public hearings regarding the proposed 2027 budget shall be held during the month of October, at which time any ratepayer may appear and be heard for or against the whole or any part thereof. Notice of the scheduled public hearings shall be published for at least two consecutive weeks prior to the public hearing in a newspaper printed and of general circulation in Grant County. AT&T, Mario Requenez, 441 N Park Ave Helena, MT 59601-5020, is seeking coverage under the Washington State Department of Ecology’s Construction Stormwater NPDES and State Waste Discharge General Permit. The proposed project, Spokane WA to Boise ID Lightguide System, is located from latitude/longitude 46.29543, -118.13220 to 46.49676, -117.86298 in Columbia County. The entire project involves 185.76 acres of soil disturbance for utility line construction activities. This portion involves 28 acres of disturbance for that activity. The receiving waters are Touchet River, Whetstone Creek, Willow Creek, and Tucannon River.
