Unless the restrictions of this clause are waived by the Secretary of Transportation in accordance with 49 CFR § 30.17, no contract shall be awarded to an Offeror or subcontractor: 1) who is owned or controlled by one or more citizens or nationals of a foreign country included on the list of countries that discriminate against U.S. firms published by the USTR; or 2) whose subcontractors are owned or controlled by one or more citizens or nationals of a foreign country on such USTR list; or 3) who incorporates in the public works project any product of a foreign country on such USTR list. Nothing contained in the foregoing shall be construed to require establishment of a system of records in order to render, in good faith, the certification required by this provision. The knowledge and information of a contractor is not required to exceed that which is normally possessed by a prudent person in the ordinary course of business dealings. The Offeror agrees that, if awarded a contract resulting from this solicitation, it will incorporate this provision for certification without modification in all lower tier subcontracts. The Contractor may rely on the certification of a prospective subcontractor that it is not a firm from a foreign country included on the list of countries that discriminate against U.S. firms as published by USTR, unless the Offeror has knowledge that the certification is erroneous. This certification is a material representation of fact upon which reliance was placed when making an award. Public notice: Irrigation operations begin for the Columbia Basin Project In preparation for the 2026 irrigation season, the Bureau of Reclamation released water on March 2 at Dry Falls Dam and O’Sullivan Dam. Irrigation prep is being conducted within the Main Canal between Pinto and the Main Canal Bifurcation. When complete, Reclamation will begin to fill the Main Canal. Water delivery to the West Canal from the bifurcation is scheduled for March 18 and it’s slated for water delivery on March 24 at the East Low Canal. On April 6, the gates to the Moses Lake Outlet will close and Reclamation will begin to fill Moses Lake for the 2026 irrigation season. Recreationalists on Banks Lake and Potholes Reservoir should be aware that operational activities may lead to a rapid change in conditions without obvious warning signs, and operational fill and spill activities may not be readily apparent to the casual observer. #03045/46925 Pub: March 12, 2026

Public Notice Grant County Mosquito Control District No.1 (GCMCD) is announcing the beginning of the spray application season. The district will be utilizing multiple insecticides for 2026. These include Vectobac G/GS (EPA#73049-10), VectoMax FG (EPA#73049-429), Altosid P35 (EPA#89459-95) Altosid XR-G (EPA#2724-451), Fourstar Bti CRG (EPA#85685-4) Natular G/Censor (EPA#8329-80), Natular G30 (EPA#8329-83), BVA 2 Larvicide Oil (EPA#70589-1), Duet (EPA#1021-1795-8329), Zenivex E20 (EPA#2724-791), and Merus 3.0 (EPA#8329-108). The active ingredients of these insecticides are Bacillus thuringiensis israelensis, Bacillus sphaericus, Methoprene, Spinosad, Sumithrin, Piperonyl Butoxide, Prallethrin, Pyrethrin, and Etofenprox. Applications will begin in March and continue through October 2026, all of which are weather dependent. Treatment locations will be within the mosquito control district defined at www.gcmcd1.org.
