Port of Quincy Columbia Basin Power Project. The Port of Quincy will host a public Town Hall Meeting on February 12, 2026 at 5:00 pm at the Quincy Business & Event Center, 115 F St SW, Quincy, WA 98848 to discuss the Port of Quincy Columbia Basin Power Project. This meeting will provide an overview of the project, outline its role in strengthening long term regional energy reliability, and highlight potential benefits for local jobs, business growth, and community resilience. Attendees will have the opportunity to learn more about the project’s goals, ask questions, and offer input as the Port works to support future energy needs across the Columbia Basin. Residents, businesses, and stakeholders are encouraged to participate in this open dialogue and help shape a project designed to deliver lasting economic and community value. REQUEST FOR PROPOSAL Domestic Biosolids Removal & Dewatering for Disposal CITY OF QUINCY, WASHINGTON The City of Quincy is requesting Proposals from firms experienced in removal and dewatering of Biosolids from domestic wastewater treatment plants. The work shall include all labor, materials, equipment, tools, supervision, scheduling, coordination, biosolids removal, biosolids dewatering, and other incidentals required to complete the work. Proposals shall include relevant project experience, key personnel qualifications, certifications or licenses, proposed biosolids removal methods, proposed biosolids dewatering methods, dewatered sludge management plan, and any other information demonstrating the firm’s capability to perform this type of work, along with the cost of the work. A Proposal Request Packet providing detail requirements of the work and the requested Proposal will be provided to firms upon request to the City. However, the work generally consists of the removal of about 8,000,000 gallons of biosolids from two HDPE lined surface ponds, dewatering of the removed biosolids, staging of dewatered biosolids, and coordination & loading of the dewatered biosolids into trucks for ultimate disposal. Registration / Notice of Intent to submit a Proposal must be sent by email to Bob Davis, Q1W Program Manager by February 10 2026. Include firm name, primary contact, physical address, phone number, and email address. Questions about the Proposal or Proposal Request Packet must be submitted by email to the Q1W Program Manager no later than February 17, 2026, at 2:00 p.m. PDT. Responses will be sent to all registered firms by about February 19, 2026. Any firm wanting to conduct a site visit shall schedule a site visit at a negotiable time between February 06 to February 13, 2026 during normal business hours by contacting Bob Davis by phone or email. Proposals shall be submitted by email to the Q1W Program Manager no later than February 27, 2026, at 2:00 p.m. PDT. The City reserves the right to reject any or all Proposals, waive irregularities in the Proposal process, and determine which firm(s), in the City’s judgment, provides a complete, responsible, responsive Proposal. Firms shall agree and understand that any documents submitted to the City of Quincy are subject to public disclosure in accordance with the Washington State Public Records Act (RCW 42.56).
