STATE ENVIRONMENTAL POLICY ACT Notice of SEPA Determination of NonSignificance (DNS) Project Name: Co-Living Ordinance for the City of Quincy Municipal Code (QMC) Lead agency: City of Quincy Agency Contact: Carl Worley, Municipal Services Director, 509-787-3523, ext. 255, [email protected] Location of proposal: The City of Quincy, Grant County, Washington State DNS Issuance Date: January 26, 2026 Description of proposal: The City of Quincy proposes to adopt an ordinance revising its code related to co-living housing. The stated purpose of the ordinance is: “The purpose in providing for co-living is to authorize the development of rental homes affordable to people with moderate to low incomes that do not require any public funding, and to be consistent with RCW 36.70A.535.” The ordinance would make co-living housing a permitted use on any lot within the UGA that allows at least six multifamily residential units. The ordinance would also update general standards for co-living housing, including: co-living may be provided in a mix of sizes and number of sleeping units; co-living developments would not be required to include other types of land use; standards for kitchens/kitchenettes; a minimum of 0.25 off-street parking spaces is required per sleeping unit. The proposed code would make the City of Quincy compliant with RCW 36.70A.535. Threshold Determination: The City of Quincy (lead agency for this proposal) has determined that this proposal will not have a probable significant adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after reviewing a completed environmental checklist on file with the lead agency. This information is available to the public upon request at the City of Quincy Building Department, 104 B. Street, Quincy, Washington, or on the online SEPA Register. This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date of publication of the notice of DNS, allowing time for public comment.
