Coulee City man arrested on stalking, harassment charges

COULEE CITY — A Coulee City man was booked into the Grant County Jail on Jan. 21 on suspicion of stalking and harassment after he allegedly threatened two people and displayed a rifle. 

Grant County Sheriff’s Office deputies responded to a residence on Road 36 Northeast, according to a GCSO release.  

“A woman called 911 requesting a welfare check on a friend she had not been able to contact for about one week,” the GCSO release said. “While deputies were en route, the friend called 911, saying she was arguing with Ramon Noggles, who was threatening to shoot her. Dispatchers heard a male voice in the background stating he would shoot anyone who came near him.” 

The woman fled the scene and reported seeing Noggles holding a rifle, the release said. Noggles allegedly sent texts to another woman in Moses Lake, threatening to kill her.  

“Deputies surrounded the home and contacted Noggles. After several minutes of negotiation, he was taken into custody without further incident,” the GCSO release said.  

Noggles, 48, was booked on two counts of felony harassment — threats to kill with previous convictions, one count of first-degree burglary, two counts of stalking and two outstanding Grant County District Court warrants. 

Noggles was still listed in custody at the Grant County Jail with bail set at about $12,000 as of Thursday evening.
