NOTICE OF OPPORTUNITY LIMITED ACCESS PUBLIC HEARING City of Moses Lake Yonezawa Intersection Improvement Project The City of Moses Lake in conjunction with the Washington State Department of Transportation is planning to extend Yonezawa Boulevard NE from its current intersection with SR17 to a future connection with Moses Lake Avenue. This project will construct a roundabout for the primary highway intersection control. This is a critical path to connect the Yonezawa corridor that was initially initiated over 20 years ago. The primary purpose of this project is to provide a direct connection between SR17, Yonezawa Blvd and Moses Lake Avenue. This project will ease traffic pressure, improve emergency response times, and provide access to schools, neighborhoods and additional acres of commercial property in Moses Lake. SR17 in the project vicinity currently features partial control limited access. A conditional break in the access control has been approved by the Washington Department of Transportation (WSDOT) for the new city roadway alignment. However, WSDOT standards require the provision of access control on the new roadway for approximately 300’ east from the new roundabout. Proposed revisions to the current access control limits are shown on the WSDOT Drawing SR17 – JCT PSH NO 18 TO EPHRATA WYE Sheet 1 of 29. A directly impacted tax parcel is 110075002. Should any interested persons, whose property incurs changes in access control due to this project, want to discuss and exchange information concerning the proposed improvements and revisions to the access control, they may contact the City of Moses Lake Design Engineer, Levi Bisnett, PLS by calling (509) 764-3775 to arrange a meeting. Owners of properties immediately adjacent to the project, whose properties will have changes to access control as a result of this project, may request a Public Hearing if they believe a hearing is necessary. Those property owners may request a hearing by writing to Design Engineer, Levi Bisnett, PLS at 321 S. Balsam St, Moses Lake, WA 98837 The request must be postmarked no later than 21 days after the first publication and/or 14 days after the second publication. In the event that a hearing is required, notification of a hearing date will be furnished and a separate Notice of Public Hearing will be published in ample time for affected parties to arrange to attend. Regardless of whether a hearing is held, all persons whose properties are affected by the project may inspect maps, drawings, and other pertinent information concerning the proposed revisions to access control by arranging to meet with the City Engineer. To arrange a time to review the project information, please call the Design Engineer, Levi Bisnett, at (509) 764-3775. This notice is in agreement with and pursuant to RCW 47.52 and the Federal-Aid Highway Act (Title 23 U.S.C & 101 et seq., 128) amendments thereto.
