This addendum was prepared by the applicant in response to comments received during the prior SEPA comment period that began on October 3, 2025. The addendum documents substantive project revisions, including the identification and selection of an alternative transmission line alignment (Alternative 2), enhanced avoidance of identified resources, additional minimization of potential impacts, and formalized commitments incorporating further avoidance, minimization, and mitigation measures. PROJECT: A Conditional Use Permit and SEPA checklist to build and operate a 260-megawatt (MW) solar photovoltaic (PV) energy generation facility coupled to a 260 MW AC battery energy storage system (BESS). The Project is proposed within an approximately 3,800.6- acre Project Area boundary, the majority of which is private land (approximately 3,222.8 acres) and the remaining area (approximately 577.9 acres) is federal land managed by the U.S. Bureau of Reclamation. Of the approximately 3,222.8 acres of private land within the Project Area, approximately 2,555.7 acres are evaluated for project development and subject to County review and approval of this Conditional Use Permit (CUP) application. Additional land is proposed for onsite compensatory mitigation. The project will include PV panels, a BESS, a collector substation, overhead transmission lines, a construction laydown area, ground-mounted electrical inverters, an operation and maintenance building, gravel access roads, buried underground cabling, and perimeter fencing.
