STATE ENVIRONMENTAL POLICY ACT Determination of Non-Significance February 09, 2026   Lead Agency: Public Utility District No. 2 of Grant County, Washington (Grant PUD)   Agency Contact: Larry Lehman [email protected] 509-630-7916   Agency File Name: Mountain View Substation Expansion   Description of Proposal: This project consists of a substation expansion that will provide and serve electricity to Grant County. Critical to the completion of the Quincy Transmission Expansion Plan (QTEP) is the expansion and buildout of the Mountain View Substation. This project will be expanding the existing yard to the north with full yard pad buildout and four new 230kV breaker-and-a-half “horseshoe” rungs. A total of 42 230kV breakers will be installed with 12 breakers installed in the northern expansion and 30 breakers in the existing yard. Installation of the horseshoes will require the installation of concrete foundations and will require ground disturbance for anchoring, grounding, and foundations for towers.   Location of proposal: The proposed project will occur on a Grant PUD parcel located at 10095 NW Rd S within the City of Quincy. The parcel (#313768000; Parcel ‘B’ Oxford SP 28-8) is 35.99 acres and zoned industrial. The proposed project is consistent with the existing use of the property and consistent with the industrial zoning and adjacent uses (industrial).
