GRANT COUNTY PORT DISTRICT NO.9 NOTICE TO CONSULTANTS ECONOMIC DEVELOPMENT STUDY The Grant County Port District No. 9 (“The Port”) hereby solicits Statements of Qualifications from qualified consulting firms to provide economic planning services culminating with the preparation of an Ephrata Industrial Revitalization Economic Plan. Consultant selection will be based on qualifications only. Cost information will not be requested or considered as part of this solicitation. The Port solicits interest from consulting firms with expertise in economic planning for airport, light industrial and heavy industrial zoned areas in and around port districts. The consultant agreement is anticipated to be 12-months in duration, with the option for the Port to extend the agreement for additional time and compensation if necessary. The Industrial Revitalization Economic Planning work is anticipated to begin in June 2026, and a final report to be presented jointly to the Port District and City of Ephrata legislative bodies on or before June 31st 2027. The Port reserves the right to amend terms of this “Request for Qualifications” (RFQ), to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. PROJECT DESCRIPTION The work to be performed by the Consultant consists of economic planning elements including: buildable land study, economic uses study, infrastructure inventory, compile potential projects, rank potential projects, infrastructure projects schedule, potential finding sources, draft economic plan, presentation revisions process, and final deliverable of an Ephrata Industrial Revitalization Economic Plan document. The final selection of the consulting firm will be makde by the Commissioners. The contract negotiations will be conducted after the Commissioners have made the final selection. ADDITIONAL INFORMATION No cost or fee schedules shall be submitted with the RFQ. Fees for services will be presented during negotiations after the selection of the most qualified consultant. In the event that a contract cannot be awarded to the most qualified consultant, the Port Commission reserves the sole right to terminate this process, to not award a contract, and to cancel or modify this solicitation process at any time. In no event, will the Port or any of its respective agents or employees be liable for or otherwise obligated to reimburse the costs incurred in preparation of the RFQ, or any related costs. CITY OF EPHRATA NOTICE TO CONSULTANTS FOR TEMPORARY EASEMENTS ACQUISITION A-STREET SE OVERLAY PROJECT The CITY OF EPHRATA hereby solicits Statements of Qualifications from qualified consulting firms to provide temporary easements acquisition for a federally funded transportation project in accordance with 23 CFR Part 172, RCW 39.80, and the WSDOT Local Agency Guidelines (LAG) Manual. The CITY OF EPHRATA solicits interest from consulting firms with expertise in right-of-way and easements acquisition for the A-Street Overlay Project. The temporary easements acquisition phase is anticipated to begin in May 2026, and the right of way must be certified by August 30, 2026. Project Description The work to be performed by the CONSULTANT consists of appraisals (including inspections), appraisal review, waiver valuation, assisting in preparation of the right-of-way plan, assisting in preparation of right-of-way funding estimate, and temporary easements acquisition for improvements to A-Street SE. The proposed improvements include roadway overlay, sidewalks, and driveway slope aprons to match existing features. The A-Street SE project work includes private concrete driveway aprons that will require temporary construction easements to complete the work to standards. The project 10% design shows 4 temporary construction easements are needed for the project. The City of Ephrata plans to utilize a negotiated hourly rate agreement for these services. The project has a zero percent Federal Small Business Enterprise goal for this project. A voluntary Small Business Enterprise participation goal of 10 percent will be included. The major features of the A-Street SE Overlay project are as follows: • 2” HMA overlay, with curb-to-curb width, for approximately 1,400 LF in length. • Sidewalks, Curb Ramps, and Crossing Markings. • Driveway aprons, driveway ramps, and cut slopes for existing curb cuts. • Stormwater sidewalk scuppers and behind sidewalk infiltration galleries. • Mailbox relocations / replacements • Pavement markings The 10% Design Plan (PDF) set for this project is available by emailing Dave Bren at [email protected]. At a minimum, each submittal shall include the firm’s name, address, phone number, and email address; the name and role of the Principal in Charge and the proposed Project Manager; identification of key personnel from the prime consultant and any proposed subconsultants, including their roles and responsibilities; a description of the firm’s qualifications and relevant experience on similar federally funded projects; the number of employees proposed for the project by firm; and a summary of relevant project experience and references.
