City of Moses Lake Notice of Public Hearing, Application Optional DNS Conditional Use Permit The City of Moses Lake received an application from Favored Farmhouse Coffee and Cream LLC. Located at 415 S Alder St. Moses Lake, WA 98867. The proposed drive-thru is an accessory use to an existing coffee shop located in the downtown commercial area of Moses Lake. The project supports the intent of the zoning district and the Comprehensive Plan by allowing an existing small business to continue operating and serving the community without expanding the building footprint or changing the primary use of the property. The project maintains the existing character of the site and surrounding area and does not introduce a new or incompatible land use Environmental review is required for this project. The City of Moses Lake has reviewed the proposed project for probable adverse environmental impacts and issued a Determination of Non-Significance (DNS) for this project on Marche 26, 2026. The DNS process in WAC 197-11-355 is being used.
