Request for Proposals The Fairgrounds is seeking proposals for the operation of a food booth on the Grant County Fairgrounds. The period for operation will be January 1, 2026 through December 31, 2026. Proposals for operation must include: A summary of past similar business operations if applicable. Copy of Grant County Business License if applicable. An operation plan outlining when and how the booth will be used. A copy of insurance with limits as required by the Fairgrounds and customer testimonials if available. An Application form is available on the Fairgrounds website, gcfairgrounds.com Operators of food booths will be responsible for all equipment in the booth for the purposes of Food sales. The Fairgrounds will be responsible for the infrastructure of the building including power, water, sewer, and building exterior. The booth is fully operational in it’s current state and a preferred menu will be provided. All sales through the food booths will be charged a 20% commission, plus applicable garbage and electrical fees whether for profit or non-profit. Proposals must be submitted to the Fairgrounds Director, 3953 Airway Drive NE, Moses Lake, WA 98837 no later than October 17, 2025 at 3:30 p.m.. A lease must be signed by November 7, 2025, at 3:30 p.m. and is available for review by contacting the Fairgrounds Director, Jim McKiernan at [email protected]. Leases will run from January 1, 2026 through December 31, 2028 for profit booths and through December 31, 2030 for non-profit booths. A Concessions contract must also be signed for the Fair each year which happens in August. If the Lease or Concessions contracts are not signed by the specified date the lease option and subsequent operation would go to the next qualified operator or the Board of County Commissioners can choose to not lease the facility. NOTICE OF ISSUANCE OF MITIGATED DETERMINATION OF NON-SIGNIFICANCE & REVISED PUBLIC HEARING: September 23, 2025 Notice is hereby given that a Conditional Use Permit application and SEPA Checklist were received by Grant County on July 1, 2025, from Capstone Realty, LLC (Designated Contact Person: EM Land Consulting, Evan Mann, 1210 2nd Ave NW, Puyallup, WA 98371) and found to be technically complete on August 18, 2025. Grant County has issued a Mitigated Determination of Non-Significance (MDNS) under the State Environmental Policy Act Rules (WAC Chapter 197-11) for the following PROJECT PROJECT: A Conditional Use Permit and SEPA for the establishment of a surface mining operation for gravel extraction and crushed aggregate production on an approximate 40-acre area within a larger 620-acre parcel. Anticipated extraction volume is approximately 2.5 million cubic yards over 25 years. Crushing and screening of excavated materials will be performed onsite to produce aggregate suitable for construction uses and retail sales.
