WASHINGTON DEPARTMENT OF ECOLOGY NOTICE OF 30-DAY PUBLIC COMMENT PERIOD FOR AN AIR POLLUTION SOURCE CyrusOne, LLC – PNW1 1025 D Street NW Quincy, WA 98848 CyrusOne Data Center PNW1 submitted a notice of construction (NOC) application and proposes to: • Reduce the number of permitted emergency generators from 42 to 22. • Remove approval conditions that limited operations of multiple generators use to one day per year on average. Modeling was performed for a worst-case scenario that allows hours of operation to extend for up to two days per year on average of three years. These changes will reduce the permitted amount of air emissions for all pollutants annually from the facility located at 1025 D Street NW, in Quincy. Data centers, sometimes called server farms, house the servers that manage email, store data, and run computer applications. If you shop on the web or use social media, your information is routed through a data center. Most of Washington’s data centers are located in Quincy because the area has dependable, lower cost electricity. A notice of construction (NOC) air permit limits the amount of air pollutants a business can emit. A NOC permit is required before installing a new source of air pollution or modifying an existing source of air pollution. This permit is sometimes called a “pre-construction permit” because a business must have one before starting construction or operating their business. Project documents are available for review at: ecology.wa.gov/cyrusone Ecology has determined this proposal satisfies the requirements of Chapter 173-400 of the Washington Administrative Code (WAC). Ecology invites the public to comment.  An online public hearing will be held if Ecology determines there is significant public interest. An online public hearing is tentatively scheduled for Monday, November 24, 2025, at 6 pm. If no written requests for the online public hearing are received by 11:59 p.m. on Sunday, November 9, 2025, then the hearing will be cancelled. Written comments on this project are accepted during the public comment period starting at midnight on Tuesday, October 21, 2024, through 11:59 p.m. on Monday, December 1, 2025.
