Box 878, Ephrata, WA 98823                                     Facility Address:       Crescent Bar Wastewater Treatment Facility                                  8894 Crescent Bar Road NW, Quincy, WA 98848                                     Grant County PUD has applied for renewal of Crescent Bar Wastewater Treatment Facility’s National Pollutant Discharge Elimination System (NPDES) permit in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW), Chapter 173-220 Washington Administrative Code (WAC), and the Federal Clean Water Act.   Grant County PUD presently owns and operates the Crescent Bar Wastewater Treatment Facility which is designed to handle an average monthly flow of 60,000 gallons per day (gpd) and a maximum daily flow of 110,000 gpd. The wastewater, following treatment, must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued.   Following evaluation of the application and other available information, Ecology has drafted a permit to allow the discharge of wastewater with the appropriate permit limits and conditions. A tentative determination has been made on the effluent limitations and special permit conditions that will prevent and control pollution. A final determination will not be made until all timely comments received in response to this notice have been evaluated. PUBLIC COMMENT AND INFORMATION   The draft permit and related documents can be viewed online using PARIS[1], Ecology’s Permitting and Reporting Information System database or in person between the hours of 8:00 a.m. and 5:00 p.m. weekdays, by appointment only, at the regional office listed below. REQUEST FOR PROPOSAL (RFP) Fuel Storage Tanks and Fuel Delivery Services Quincy School District 1. Introduction Quincy School District is seeking proposals from qualified suppliers to provide, install, and maintain above-ground fuel storage tanks and a fuel management system, along with ongoing bi-monthly delivery of diesel and gasoline fuel. The equipment shall remain the property of the supplier for the duration of the agreement. 2. Scope of Work The selected supplier shall: - Provide and install one (1) 2,000-gallon diesel fuel tank and one (1) 500-gallon gasoline tank foron-site storage. - Provide and integrate a Fluid Secure fuel management system or equivalent for secure dispensing,tracking, and reporting. - Supply all related equipment and accessories necessary for full functionality. - Deliver and replenish fuel bi-monthly or as needed to maintain continuous operations. - Retain ownership of all supplied equipment for the duration of the contract (5 years). - Remove all equipment at the end of the term unless otherwise agreed upon. 3. Contract Term The contract shall be for a period of five (5) years from the date of installation and acceptance. 4. Pricing - The price per gallon of fuel shall be the current rate as published by the Washington State Departmentof Enterprise Services or an equivalent state-managed fuel pricing index. - The Quincy School District shall pay the per-gallon fuel cost to the supplier upon each delivery.- No separate rental or leasing fee shall be charged for the tanks or associated equipment during the contract term. 5. Delivery and Operations - Supplier shall deliver fuel bi-monthly to Quincy School District’ s transportation facility or asrequested by the operator. - Delivery schedules shall be coordinated with the district transportation department. - The supplier’ s team shall handle all installation, delivery, and maintenance operations in compliancewith federal, state, and local regulations. 6. Equipment and Maintenance - Equipment shall remain property of the supplier during the contract period. - Supplier shall provide regular maintenance and repair at no additional cost to the district.- All equipment shall comply with applicable environmental and safety standards. 7.
