NEWS RELEASE November 9, 2025 Notice of Election NOTICE IS HEREBY GIVEN that the annual election of the Quincy-Columbia Basin Irrigation District will be held on December 9, 2025, between the hours of 1:00 p.m. and 8:00 p.m., for election of Director Division No. 3. The Director for Division No. 3 will be elected to serve a term of 3 years from and after the first Tuesday in January 2026. The polling place for said election is the Quincy Columbia Basin Irrigation District Main Office, located at 1720 South Central Ave, Quincy, Washington (directly South of the town of Quincy). Candidates for Director Division 3 are Fred S. Butler and Philip Stadelman. A qualified elector will be provided an absentee ballot upon written request to the Quincy-Columbia Basin Irrigation District, stating that he/she is a qualified elector. Written request may be made with an absentee Ballot request form, available by calling the District office at 509-787-3591 or by downloading from the District website at www.qcbid.org. The regular results and absentee votes will be canvassed at the above said office of the District by the Board of Directors on Wednesday, December 17, 2025 commencing at 9:00 a.m. Any interested person may appear before the Canvassing Board and be heard concerning errors, if any, made in the counting of the regular returns and the absentee ballots. REQUEST FOR PROPOSAL (RFP) Fuel Storage Tanks and Fuel Delivery Services Quincy School District 1. Introduction Quincy School District is seeking proposals from qualified suppliers to provide, install, and maintain above-ground fuel storage tanks and a fuel management system, along with ongoing bi-monthly delivery of diesel and gasoline fuel. The equipment shall remain the property of the supplier for the duration of the agreement. 2. Scope of Work The selected supplier shall: · Provide and install one (1) 2,000-gallon diesel fuel tank and one (1) 500-gallon gasoline tank for on-site storage. · Provide current state prices per gallon for diesel, unleaded and oil. Please include any mark up and transportation cost that will be added to the price per gallon. · Provide and integrate a Fluid Secure fuel management system or equivalent for secure dispensing, tracking, and reporting. · Supply all related equipment and accessories necessary for full functionality. · Deliver and replenish fuel bi-monthly or as needed to maintain continuous operations. - Retain ownership of all supplied equipment for the duration of the contract (5 years). - Remove all equipment at the end of the term unless otherwise agreed upon. 3. Contract Term The contract shall be for a period of five (5) years from the date of installation and acceptance. 4. Pricing · The price per gallon of fuel shall be the current rate as published by the Washington State Department of Enterprise Services or an equivalent state- managed fuel pricing index. · The Quincy School District shall pay the per-gallon fuel cost to the supplier upon each delivery. · No separate rental or leasing fee shall be charged for the tanks or associated equipment during the contract term. 5. Delivery and Operations · Supplier shall deliver fuel bi-monthly to Quincy School District’s transportation facility or as requested by the operator. · Delivery schedules shall be coordinated with the district transportation department. · The supplier’s team shall handle all installation, delivery, and maintenance operations in compliance with federal, state, and local regulations. 6. Equipment and Maintenance · Equipment shall remain property of the supplier during the contract period. · Supplier shall provide regular maintenance and repair at no additional cost to the district. · All equipment shall comply with applicable environmental and safety standards. 7. Proposal Submission Requirements Interested suppliers must submit: · Company profile and qualifications · Description of proposed equipment and fuel management system - Proof of insurance and certifications · References from comparable projects · Proposed delivery plan and support services 8.
