Winchester collision results in Ephrata man's death
WINCHESTER — At around 2 p.m. Thursday, there was a two-car fatality collision on State Route 28, around 7 miles east of Quincy. The road was closed for several hours while the Washington State Patrol conducted an investigation.
According to a statement from WSP, vehicle one was a 2019 Pinnacle truck and a 1995 Eagle trailer driven by 36-year-old Luis Castro. He was on a private driveway off State Route 28.
Vehicle two, a 2016 Tesla, was driven by Joshua Julian, 49, from Ephrata. Julian was traveling westbound on State Route 28.
Castro attempted to make a left-hand turn onto eastbound State Route 28. The truck did not yield to the Tesla, causing the Tesla to collide with the truck's trailer.
The truck came to a rest, blocking the eastbound lane. The Tesla came to a rest blocking the westbound lane. Both vehicles were towed from the scene. Vehicle two was totaled.
Julian was declared deceased at the scene. He was wearing his seatbelt at the time of the incident. Castro was not injured but faces charges of second-degree negligent driving, according to the WSP statement.
