DETERMINATION of SIGNIFICANCE (DS) and request for comments on scope of Programmatic Environmental Impact Statement (EIS) for the Periodic Update to the Grant County Comprehensive Plan: November 13, 2025. DESCRIPTION OF PROPOSAL: Grant County is a mostly rural, agricultural county in central Washington State undergoing the periodic process of updating the Comprehensive Plan through the Development Services Planning Division. The plan will accommodate growth within the County over the next 20 years, through 2047. Per RCW 36.70A.130(5)(c), the plan must be completed by June 30, 2027. The plan will include at a minimum the following Elements: Housing, Transportation, Utilities, Capital Facilities, Rural Development, Climate Change and Resiliency, Economics, and Land Use, addressing goals and policies for each. This Comprehensive Plan Update includes the evaluation of population growth projections, housing and employment needs, and county-wide development guidance. The Washington State Growth Management Act (GMA) as well as local planning policies serve to direct the development of this plan through regulatory standards and requirements. This extensive process includes collaboration with all Grant County cities, Urban Growth Areas, and unincorporated areas to support the growth of capacity and quality of life in Grant County through residential, commercial, and environmental elements. PROGRAMMATIC EIS REQUIRED: Grant County acknowledges the significant impact on the environment and natural resources a plan of this nature may have. This non-project proposal will complete an Environmental Impact Statement (EIS) under RCW 43.21C.030 (2)(c) as directed by the State Environmental Policy Act (SEPA) process. Project updates, events, draft plans, and EIS materials will be available at GrantCountyWACompPlan.com as the project progresses. Due to the nature of this programmatic proposal as different from a project specific EIS, multiple alternatives have been presented as potential outcomes of the Comprehensive Plan update, at varying degrees of environmental impact. PRELIMINARY DRAFT ALTERNATIVES: ALTERNATIVE ONE (1), NO ACTION: This alternative option does not change, plan for, or modify existing regulations impacting current growth trends. Growth would occur based on current and past trends, without intervention from land use, zoning, or similar regulations. The minimum update to the Comprehensive Plan would be made to comply with the Growth Management Act and new state legislation. Grant County would expect similar growth to recent years in energy production sectors, housing affordability, natural resource conservation, and rural development patterns under Alternative 1.ALTERNATIVE TWO (2), TARGETED GROWTH AREAS & NATURAL RESOURCE CONSERVATION WITH EMPHASIS ON WATER AND COMMUNITY SYSTEMS: This alternative encourages population growth in existing Urban Growth Areas (UGAs) which would promote affordable housing and improved access to resources and community services. This alternative also emphasizes the preservation and conservation of water resources, shrub steppe conservation areas, and agricultural lands. This alternative may plan for an increase in technology and energy production sectors, although it does not emphasize prioritization of either. This alternative also emphasizes the need for resilient community systems in food and health. (Note on Alternative Two: This alternative directs most new homes and jobs to be built in cities or towns instead of out in the rural unincorporated areas of Grant County. It also proposes protection of water, farmland, and natural spaces, and helps to ensure County residents have adequate access to food and health services.) ALTERNATIVE THREE (3), DISPERSED GROWTH, ENERGY PRODUCTION & TECHNOLOGY ECONOMY: This alternative accommodates growth of housing and resources in all areas of the County, including rural areas. Alternative 3 would also plan for transportation and community service needs which coincides with this dispersed growth plan. With less emphasis on natural resource conservation than Alternative 2, this alternative emphasizes emerging economic industries such as technology and energy production. Alternative 3 would focus planning on ensuring energy efficiency and resilience in Grant County, with an emphasis on providing jobs in these sectors. (Note on Alternative Three: This alternative encourages new homes and jobs to be distributed across cities, towns, and rural areas, instead of keeping growth primarily in cities and Urban Growth Areas. It places less empahsis on the protection of open spaces and farmland. Instead, it aims to support new job growth in the technology and energy sectors, and ensures the County is prepared to meet growing energy and transportation needs.) SCOPING: Agencies, affected tribes, and members of the public are invited to comment on the scope of the EIS. You may comment on alternatives, mitigation measures, probable significant adverse impacts, and licenses or other approvals that may be required.
