The existing Quincy Foothills Substation will be adjacent on the west side of Monument Hill Switchyard and additional land to the south is available for future site expansion. The switchyard will be arranged as a 6-bay breaker-and-a-half formation and includes 230kV capacitor banks with provisions for future use including 3 spare line positions. Three of the six new transmissions lines that QTEP is building will tie into this new switchyard and improve reliability to the system   Location of proposal: The proposed substation will be installed within the northeast portion of the 88-acre parcel located at 3301 NE M St (Parcel 040414050). The project will also update protection schemes at Columbia and Mountain View substations to accommodate the new transmission line. The proposed project will result in the installation of new transmission poles at 24 locations, of which five (5) will be located within the City of Quincy and the remainder will be located in Grant County. Of the 24 locations, the northern three (3) will require H-poles and the remainder will be single poles result in a total of 27 poles being installed. It is anticipated that 9 of 24 pole locations will required concrete foundations. Maximum height of the poles will be 110 ft above existing ground and ranging from 45 to 110 ft. Once the poles are installed, the new 230kV line will be pulled using power equipment and potentially a helicopter to minimize impacts on existing agriculture. Location of proposal: The proposed project is a linear transmission line (~2 miles) and will result in work occurring on numerous parcels. Work will occur within existing right-of-ways (transportation / irrigation) or within Grant PUD acquired easements on private parcels. The proposed transmission line extend from the Monument Hill Substation in the City of Quincy to the Columbia - Rocky Ford – Larson transmission line (in Grant County). Parcels that will be impacted (temporary construction activities or long term installation of poles) by the proposed project include 040414050 in the City of Quincy and 200793000, 200799000, 200798000, 200795000, 200796000, 200797000, 151243000, 151246000, 151225000, 151228002, and 151248000 in Grant County. A cultural and historical properties survey occurred and there are no potential impacts to historic properties and/or cultural resources within the boundaries of the proposed project. There are also no surface water bodies on or in the immediate vicinity of the construction area. The project could result in the potential disturbance to approximately 1.0 acre of Fish and Wildlife Habitat Conservation Areas (FWHCA; shrub steppe habitat) within the northern parcels associated with the pole installation and an additional 2 acres associated with the access road. Disturbance at the pole locations may result in ground disturbance and the access road would occur on grade with no ground disturbance. The majority of this potential disturbance is expected to be temporary and long term impacts would be avoided and minimized by restoring the existing grade and substrates and hydroseeding disturbed areas with an appropriate upland shrub steppe seed mixture.
