WASHINGTON DEPARTMENT OF ECOLOGY NOTICE OF 30-DAY PUBLIC COMMENT PERIOD FOR AN AIR POLLUTION SOURCE Sabey Data Center Properties – Intergate Quincy Facility 2200 M Street NE Quincy, WA 98848 We propose to approve Sabey Data Center Properties’ air quality notice of construction (NOC) application. Sabey Data Center Properties (Sabey) Intergate is located at 2200 M Street NE, Quincy, in Grant County is an existing permitted data center with emergency diesel generators. Sabey submitted a notice of construction application to add 13 emergency diesel generators to Building E at their facility. Emission increases from this project include: • 0.78 tons per year diesel engine exhaust, particulate • 0.97 tons per year nitrogen dioxide (NO2) • 9.67 tons per year nitrogen oxides (NOx) • 2.04 tons per year particulate matter (PM2.5) • 2.04 tons per year particulate matter (PM10) Data centers, sometimes called server farms, house the servers that manage email, store data, and run computer applications. If you shop on the web or use social media, your information is routed through a data center. Most of Washington’s data centers are located in Quincy because the area has dependable, lower cost electricity. A notice of construction (NOC) air permit limits the amount of air pollutants a business can emit. A NOC permit is required before installing a new source of air pollution or modifying an existing source of air pollution. This permit is sometimes called a “pre-construction permit” because a business must have one before starting construction or operating their business. Project documents are available for review at: ecology.wa.gov/sabey We determined this proposal satisfies the requirements of Chapters 173-400 WAC. We plan to approve the application. Ecology invites the public to comment. An online public hearing will be held if Ecology determines there is significant public interest. An online public hearing is tentatively scheduled for Tuesday, December 9, 2025, at 6:00pm If no written requests for the online public hearing are received by 11:59 p.m. on Sunday, November 16, 2025, then the hearing will be cancelled. Written comments on this project are accepted during the public comment period starting at midnight on Monday, November 3, 2025, through 11:59 p.m. on Sunday, December 14, 2025.
