PORT OF OTHELLO ADAMS COUNTY, WASHINGTON RESERVOIR NO. 2 AND DISTRIBUTION SYSTEM IMPROVEMENTS PUBLIC NOTICE Port of Othello, Chris Faix, 705 E Hemlock St Othello, WA 99344, is seeking coverage under the Washington State Department of Ecology’s Construction Stormwater NPDES and State Waste Discharge General Permit. The proposed project, Bruce Water System Reservoir No. 2 and Distribution System Improvements, is located at Booker Rd and Lee Rd. The work will be located within the Bruce Industrial Park in Othello, WA. Site 1: The new 200,000-gallon reservoir tank will be located 1,500 feet north of the intersection of Lee Rd and Booker Rd, then 950 feet east. A 12-inch waterline will run 1,050 feet west from the new reservoir to connect with the existing waterline on the west side of Booker Rd. Additionally, a 10-inch waterline will begin 74 feet west of the reservoir, running south, parallel to the Booker Rd centerline, to Lee Rd. It will then run west along Lee Rd for 840 feet to tie in with the existing waterline at the intersection of Booker Rd and Lee Rd. Site 2: A 16-inch waterline will start at the intersection of Foley Rd and Booker Rd, running south along Booker Rd for 2,500 feet to the North extents of the Bruce Industrial Area. Site 3: Wellhouse improvements for Well No. 2 will be located 1,325 feet north of the intersection of Lee Rd and Water Tower Rd. all in Adams County. This project involves 2.5 acres of soil disturbance for Utilities construction activities. Some discharges and runoff go to ground water. The receiving waterbody is the East Low Canal. Any persons desiring to present their views to the Washington State Department of Ecology regarding this Application, or interested in Ecology’s action on this Application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. PUBLIC NOTICE The East Columbia Basin Irrigation District will be making aquatic herbicide treatments beginning in May 2025 and continuing through the end of the 2025 irrigation season. These herbicide treatments will be made pursuant to a Department of Ecology NPDES Irrigation System Aquatic Weed Control Permit for Aquatic Weed Control in Irrigation Systems (Permit No. WAG-991010). The District’s service area is located in Moses Lake, Warden and Othello areas of Grant and Adams Counties. The District operates the East Low Canal and its laterals plus some laterals on the Potholes East Canal. 49 locations on various canals, laterals, wasteways and drains within the District’s service areas will receive these treatments to control the growth of algae, moss and pondweeds. Frequency of treatments varies from as often as biweekly to as seldom as twice per irrigation season depending on location and circumstances. Permanent signs giving notice of aquatic herbicide treatments have been erected at public road crossing of treated waterways within one mile of the treatment sites. The herbicides being used for these treatments are copper sulfate, Captain Aquatic Herbicide (copper), Endothall and Magnicide H (acrolein) which are registered for such use under the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA). Water remains suitable for irrigation use during aquatic herbicide treatments. Treated water is not suitable for drinking or swimming.
