CITY OF QUINCY, WASHINGTON REQUEST FOR PROPOSAL   Concessions Operations during Summer Months Quincy Aquatic Center/East Park February 27, 2025   The City of Quincy (City), Washington is requesting proposals from interested individuals or businesses (Contractor) to conduct the sales of concessions at Quincy’s Aquatic Center (QAC) and East Park, with possible options in other city parks for special occasions. The City of Quincy is seeking a concessionaire that will operate the sales, inventory, and staffing of the concession stand located within the Quincy Aquatic Center and East Park, located at 724 F St SE, in Quincy.   The proposal should include (but is not limited to): 1. Hours of operation. Contractor and City will establish hours of operation that are mutually agreeable. Services will be provided to the public during times when patrons are using the QAC. Typically, open swim is five days a week between 1:00 pm and 4:30 pm, weekends 1:00 pm-4:30 pm. Additional operating hours are available during evening swims, swim tournaments or meets and during swim lessons 2. Exclusivity: The concessionaire will have exclusive privilege to provide concession to the Aquatic Center and East Park. We may also explore the options of other events in other parks through the months of May 2025 – August 2025. 3. Dates of operation. The QAC is scheduled to open on Friday, June 13, 2025 and will continue operations until the end of August. The closing date will depend on when school begins for the 2025-2026 school year.   4. Items to be sold. Concessionaire should provide a list of items that will be sold. The City of Quincy reserves the right to remove or add items to the list at its discretion. 5. Equipment, furnishings and compliance. The concession area is fully en closed with a private entrance/exit and two sliding service windows. One window facing the park area (to be used with Admissions into the QAC) and one window facing the aquatic center. The space is 21’ x 19’ (inside dimensions). The space is air conditioned and has some appliances provided if concessionaire wants to use some of those (see attachment A in full RFP for list). Electricity is also available in the space. Concessionaire should indicate how building will be equipped and furnished and how concessionaire intends to be prepared to handle all federal, state and local regulations. If you intend to make improvements to the building, you must submit a detailed list of those improvements, and provide a statement indicating whether those improvements will be removed at the end of the concession term or whether they will become the City’s property at the end of the concession.   6. Fee or percentage to be paid to the City of Quincy. Monthly fee for Contractor to City is a minimum of 10% gross sales, or $500 (pro rated for 30 days a month), whichever is greater. A monthly sales report that is formatted satisfactorily by City is required at time of payment to City. 7. Public Notice Grant County Mosquito Control District No.1 (GCMCD) is announcing the beginning of the spray application season. The district will be utilizing multiple insecticides for 2025. These include Vectobac G/GS (EPA#73049-10), VectoMax FG (EPA#73049-429), Altosid P35 (EPA#89459-95) Altosid XR-G Ultra (EPA#89459-104), Fourstar Bti CRG (EPA#85685-4) Natular G/Censor (EPA#8329-80), Natular G30 (EPA#8329-83), CoCo Bear (EPA#8329-93), BVA 2 Larvicide Oil (EPA#70589-1), Duet (EPA#1021-1795-8329), Zenivex E20 (EPA#2724-791), and Merus 3.0 (EPA#8329-108). The active ingredients of these insecticides are Bacillus thuringiensis israelensis, Bacillus sphaericus, Methoprene, Spinosad, Sumithrin, Piperonyl Butoxide, Prallethrin, Pyrethrin, and Etofenprox. Applications will begin in March and continue through October 2025, all of which are weather dependent. Treatment locations will be within the mosquito control district defined at www.gcmcd1.org.
