NOTICE: ANNOUNCEMENT OF AVAILABILITY OF APPLICATION   Permit No.: ST0501358   Applicant: Sila Nanotechnologies, Inc.                         Facility: Moses Lake Anode Manufacturing Plant 3741 Road N NE, Moses Lake, Washington 98837   Sila Nanotechnologies has applied for a State Waste Discharge Permit (SWDP) in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW), and Chapter 173-216 Washington Administrative Code (WAC). Ecology accepted the application as complete on June 14, 2024.   Sila Nanotechnologies owns and operates a carbon silicon anode manufacturing facility in Moses Lake, Washington that will discharge process wastewater to the City of Moses Lake Dunes Wastewater Treatment Facility and is designed for a maximum daily flow of 1,200 gallons per day. The wastewater, following treatment, must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued.   The Department of Ecology is proposing to issue the permit and is hereby issuing public notice of its intent. Royal Water District Well Replacement Sealed bids will be received at 11707 E Montgomery Dr, Spokane Valley, WA 99206, until 12:00 p.m. on Tuesday, March 25, 2025. Bids may also be submitted in person until 1:00 p.m. on the same day, at which time they will be publicly opened and read aloud. The project involves constructing a water well to provide water to the community served by the Royal Water District. The new well is anticipated to produce at least 150 gallons per minute. The work includes: • Drilling, development, and testing of the well • Geophysical logging • Installation of casings and surface seals • Test pump installation and removal • Test pumping and monitoring • Disinfection • Well television inspection • Water quality testing • Other related tasks Additionally, the construction must comply with Department of Health requirements for safe drinking water. All work will be performed in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications. Thirty (30) working days will be allowed to complete the work. Each proposal must be submitted on the prescribed form and accompanied by cash, a certified check, cashier’s check, or bid bond, payable to the Royal Water District, in an amount not less than five percent (5%) of the amount bid. The successful bidder will be required to furnish a performance bond and payment bond, each in the full amount of the contract price.
