STATE ENVIRONMENTAL POLICY ACT Mitigated Determination of Non-Significance June 3, 2025 Lead Agency: Public Utility District No. 2 of Grant County, Washington (Grant PUD) Agency Contact: Larry Lehman Llehman@gcpud.org 509-630-7916 Agency File Name: Grant PUD Ephrata Service Center Description of Proposal: This project is the development and construction of a Grant County PUD Service Center. This campus will house Grant PUD departments that maintain, repair, design, and manage Grant County’s power system. The Grant County PUD project includes 2 primary building structures, 1-2 outbuildings, 2-3 covered parking areas, paved warehouse yard, and new water, sewer, and stormwater infrastructure on 34 acres of current parcel #160866002 (subject to referenced short-plat application and annexation process referenced above). The project also includes extension of two separate public roadways and utility mains, to be designed to City of Ephrata standards. The new campus will be served by several parking lot areas to provide employee parking near the buildings (about 350), as well as public parking for visitors (about 20). Two access points are provided to the site. The primary access will be the new access road from Nat Washington Way, and the secondary access from the extended South County Road. The site will be primarily surfaced with asphalt, as well as dedicated areas for landscaping and stormwater management. All structures heights will be limited to avoid conflicts with the flight pathway for the airport (current maximum building height is 35’ above grade and no structures will exceed that height restriction). Site elevations have been schematically designed to develop concept earthwork quantities and to establish drainage patterns. The existing site has approximately 12 feet of elevation change, sloping gradually from west to east. Concept grading exercises indicate that it is feasible to achieve a relatively balanced earthwork design. Approximately 63,000 cubic yards of fill and 60,000 cubic yards of cut are anticipated. As currently planned, a site grading plan requires import of about 3,000 CY of material. This will roughly maintain the current elevation of the site. The grading analysis considers drainage patterns, pedestrian and vehicle access to the building, and minimizing imported or exported earthwork. Per the geotechnical report the native soils on site may be reused as structural fill. The landscape onsite will consist of a planting design with native and adaptive species, while promoting safety and security at the new service center. About 80% of the site will be covered by impervious surfaces (hardscape or buildings). The proposed drainage design will utilize bio-infiltration swales and subsurface infiltration galleries to manage the on-site stormwater consistent with State (Stormwater Management Manual for Eastern Washington’s requirements) and City of Ephrata requirements. The proposed project will result in the removal of shrub steppe habitat that will require compensatory mitigation as part of compliance with City critical areas code and in coordination with WDFW. Shrub-steppe mitigation for acreage disturbed will be provided by the preservation of similar quality shrub steppe habitat on property procured by Grant PUD in Grant County. (See Appendix B2 - Habitat Mitigation Plan prepared by Ecosystems North West dated November 1, 2024) Historic and cultural preservation surveys indicate that no cultural resources were identified within the project area and it is recommended that the project will have no effect on significant precontact or historic cultural resources. Location of Proposal: The Property is located south and east of the intersection of Road B.3 NW and State Route 282 West in Township 21 North, Range 26 East, and Section 23 in Ephrata, Washington. It comprises the central and eastern portions of the 46.01-acre Grant County tax parcel no. 16086-6002. (See Appendix A - Site Map prepared by Grant PUD dated March 10, 2025). Following annexation into the City of Ephrata the zoning of the parcel will be light industrial with a comprehensive plan designation of industrial with an airport overlay. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030. This decision was made upon review of the completed environmental checklist and associated studies on file with the lead agency.
