NOTICE TO CONTRACTORS NOTICE IS HEREBY GIVEN, that sealed bids will be received either by mail or hand delivered by Grant County at the Office of the Board of County Commissioners, located in the County Courthouse, P.O. Box 37, 35 C Street NW - Room 207, Ephrata, Washington, 98823, until 1:00 p.m., Thursday, January 9, 2025, and will then and there be opened and publicly read for the construction of the improvements. The name and address of the bidder shall be on the outside of the envelope. All bid proposals shall be accompanied by bid proposal deposit in cash, a certified check, cashier’s check, or surety bond payable to Grant County, in an amount equal to five percent (5%) of the amount of such bid proposal. No conditional bid bond will be accepted. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Grant County. Plans and Specifications may be purchased from the office of the County Engineer, 124 Enterprise St. S.E., Ephrata, Washington 98823, Phone: (509) 754-6082. The contact person is Andy Booth. The plans and specifications are provided for a non-refundable deposit of $30.00 for each set, plus a $5.00 ßostage and handling fee, if mailing is requested. The award of the contract, if made, shall be made to the qualified responsive bidder submitting the lowest responsible bid. This work may generally be described as construction of the bottom lining system for the Ephrata Landfill Phase 4 Development area (approximately 9.9 acres). The work to be performed under this contract shall be the following: grading; installation of a landfill gas collection and condensate system piping, placement of a bedding layer, installation of a 60-mil textured HDPE geomembrane liner; installation of a geotextile cushion layer; placement of a sideslope layer, and leachate collection layer. Also, the work will include the excavation/embankment and grading of access roads, stormwater perimeter ditch, and electrical for the condensate system. NOTICE OF AVAILABILITY AND PUBLIC COMMENT PERIOD Draft Programmatic Environmental Impact Statement for Green Hydrogen Energy Facilities The Washington State Department of Ecology (Ecology) invites you to comment on the Draft Programmatic Environmental Impact Statement (PEIS) for Green Hydrogen Energy Facilities in Washington State. A PEIS is a planning document that considers potential impacts and mitigation at a broad level. A PEIS does not evaluate specific projects or sites. The Draft PEIS was prepared in compliance with Washington’s State Environmental Policy Act (SEPA). Ecology is conducting a public comment period for the Draft PEIS. City of Warden Water System Plan Update The City of Warden will have a presentation to summarize the City’s Water System Plan update, which includes an overview of the City’s existing water distribution system, current and projected water system capacity, water system deficiencies, capital improvement projects, and financing of recommended improvements.
