NOTICE TO CONTRACTORS NOTICE IS HEREBY GIVEN, that sealed bids will be received either by mail or hand delivered by Grant County at the Office of the Board of County Commissioners, located in the County Courthouse, P.O. The work to be performed under this contract shall be the following: grading; installation of a landfill gas collection and condensate system piping, placement of a bedding layer, installation of a 60-mil textured HDPE geomembrane liner; installation of a geotextile cushion layer; placement of a sideslope layer, and leachate collection layer. Also, the work will include the excavation/embankment and grading of access roads, stormwater perimeter ditch, and electrical for the condensate system. Notice of Application & Proposed Mitigated Determination of Non-Significance - Date of Notice: January  6, 2024, Notice is hereby given that a JARPA (Shoreline Substantial Development Permit) Application and SEPA Checklist were received by Grant County on November 18, 2024 from Jason Linkem (Designated Contact: Jay Dirkse, Grette Associates, 151 S. Worthen St., Wenatchee, WA 98801) and was found to be technically complete on December 30, 2024. Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impact of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROPOSED MITIGATION MEASURES: 1. Limit the size of the project to the minimum amount necessary. 2. Project requires mitigation at a rate of 1:1 for all new developments to ensure a no net loss of shoreline ecological function (approximately 653 sq. ft. of plantings). 3. Construction shall be done during the annual drawdown (when the water level is low enough to allow work with minimal disturbance of lands below the Ordinary High Water Mark). 4. Best management practices for controlling erosion and sedimentation shall be implemented for the project. PROJECT: The project is proposing to construct an 8’x 40’ floating dock with  a 4’ x 28’ gangway, anchored to  a 4’x4 concrete ballast above the ordinary high-water mark, with a 5’x 45’ gravel path through the shoreline buffer.
