Notice of Application for Coverage under the Statewide General Permit for Biosolids Management Notice is hereby given that City of Ephrata is applying to the Washington State Department of Ecology for coverage under the statewide General Permit for Biosolids Management. Biosolids are produced at the City’s wastewater treatment facility located at 13748 Dodson Road NW, Ephrata, WA 98823.  The City’s Application for Coverage under the statewide General Permit for Biosolids Management and a Site Specific Land Application Plan or a Biosolids Management Plan address the management of the material at the City of Ephrata land application site, and a General Land Application Plan address how future land application sites will be identified and managed. The City of Ephrata stored Biosolids at the facility for years accumulating over 300 dry tons of materials. The City contracted with Boulder Park, Inc. for the removal and beneficial use of these materials in Douglas County. The City of Ephrata is also applying to the Department of Ecology for final beneficial use of these materials by Boulder Park, Inc. in Douglas County. Land application of the Biosolids at Boulder Park, Inc. will be guided by the Boulder Park, Inc., site specific land application plan which the City adopts as its own site specific land application plan. Presently, no new land application sites are anticipated, however, future proposals for additional sites will be consistent with an approved General Land Application Plan, additional environmental review will be completed if needed, and public notice will be provided consistent with Chapter 173-308 WAC, Biosolids Management, including posting of the potential land application site for at least 30 days. Any persons wishing to comment on this application or desiring to present their views regarding this application to the Department of Ecology or its delegated representative must do so, in writing, within thirty days of the last date of newspaper publication of this notice.
