GRANT COUNTY WATER CONSERVANCY BOARD NOTICE OF APPLICATION FOR CHANGE OF GROUNDWATER CERTIFICATE 5862-A(A) TAKE NOTICE: That on November 25, 2025 Stevens Land Holdings (SLH) filed application number GRAN-25-03 with the Grant County Water Conservancy Board (GCWCB) to change the place of use and point of withdrawal under Groundwater Water Right No. 5862-A(A). That said right under priority date September 21, 1964, authorizes the withdrawal of 899.1 gallons per minute (gpm) and 810 acre-feet per year (AF/yr) for seasonal irrigation from a well located in the E½ NE¼ of Section 20, T. 23 N., R. 32 E.W.M. on Lincoln County parcel number 2332020700000. The existing place of use is 270 acres within the NE¼ of Section 20 and the NW¼ of Section 21, T. 23 N., R. 32 E.W.M. Lincoln County parcel numbers 2332020700000 and 2332021700000. Under GRAN 25-03, SLH is applying to split the water right into an “A” Portion and a “B” Portion. The “A” Portion will be in the amount of 380 gpm and 342 AF/year for seasonal irrigation of 114 acres within the N½ and N½SE¼ and E½NE¼SW¼ of Section 34, T. 23 N., R. 29 E.W.M. in Grant County. The proposed point of withdrawal is three existing wells in the NW¼ NE¼ of Section 34, T. 23 N., R. 29 E.W.M., the NW¼ NW¼ of Section 3, T. 22 N., R. 29 E.W.M., and the NW¼ NW¼ of Section 35, T. 23 N., R. 29 E.W.M. The “B” Portion will be in the amount of 519 gpm and 468 AF/year for seasonal irrigation of 156 acres in portions of Sections 4 and 5, south of the railroad line and north of State Route 28 East, all within T. 22 N., R. 29, E.W.M. in Grant County. The proposed point of withdrawal is one well to be constructed in the SE¼ NW¼ or SW¼ NE¼ of Section 5, T. 22 N, R. 29 E.W.M. Any interested party may submit comments, objections, and other information to the Board regarding this application. The comments and information may be submitted in writing or verbally at any public meeting of the Board held to discuss or decide on the application. Additionally, the Board will consider written comments or information provided within thirty (30) days from the last date of publication of this notice, said written comments or information to be provided to its office located 2145 Basin Street SW, Ephrata, WA 98823. Any protests or objections to the approval of this application may be filed with the Department of Ecology and must include a detailed statement of the basis for objections.
