REQUESTS FOR BIDS CITY OF QUINCY, WASHINGTON A STREET NE IMPROVEMENTS The City of Quincy, Washington requests Bids for providing the labor, materials, equipment, tools, and guarantees to complete the A STREET NE IMPROVEMENTS project. The contract provides for the reconstruction of approximately 1,500 feet of A Street NE, from 3rd Avenue NE to 6th Avenue NE including, but not limited to, excavation, grading, subgrade preparation, crushed surfacing materials, cement treated base, storm drainage improvements, cement concrete curb, gutters, curb ramps, sidewalks, driveway entrances, hot mix asphalt pavement, pavement marking, miscellaneous surface restoration, permanent signing, traffic control and all other appurtenances required to complete the work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications. The basis of the award shall be the lowest, responsive, responsible bidder for the project as available funding allows and as it best serves the interest of the Contracting Agency. WASHINGTON DEPARTMENT OF ECOLOGY NOTICE OF 30-DAY PUBLIC COMMENT PERIOD Ecology is preparing a new data center general order (GO) for only data centers located near East Wenatchee, Malaga, or Quincy and we invite the public to comment on the draft. The proposed GO allows data centers near East Wenatchee, Malaga, and Quincy to install up to 21 diesel emergency generators. Each engine must not be higher than 4,423 brake horse power (bhp). Sources requesting coverage under the GO must agree to voluntarily add on selective catalytic reduction equipment to control emissions from these emergency generators including both criteria air pollutants and toxic air pollutants. These emissions will increase up to: • Ammonia (NH3) – 0.26 tons per year • Carbon monoxide (CO) – 2.04 tons per year • Diesel engine exhaust particulate (DEEP) – 0.17 tons per year • Nitrogen dioxide (NO2) – 2.39 tons per year • Nitrogen oxides (NOx) – 23.85 tons per year • Particulate matter (PM) • PM2.5 – 1.61 tons per year • PM10 – 1.61 tons per year • Sulfur dioxide (SO2) – 0.47 tons per year • Volatile organic compounds (VOCs) – 1.44 tons per year We determined this proposal satisfies the requirements of Chapter 173-400 of the Washington Administrative Code (WAC) and invites the public to comment. We will hold an online public hearing if there is significant public interest. An online public hearing is scheduled for Tuesday, September 23, 2025, at 6 p.m. If no written requests for an online public hearing are received by Tuesday, September 9, 2025, then the online public hearing will be cancelled.
