STATE OF WASHINGTON DEPARTMENT OF ECOLOGY FEDERAL CLEAN AIR ACT AIR OPERATING PERMIT PROGRAM NOTICE OF ISSUANCE OF DRAFT PERMIT D&L Foundry 12970 Wheeler Road Moses Lake, WA 98837 Ecology’s Air Quality Program is preparing an initial draft air operating permit (AOP) for D&L Foundry, located at 12970 Wheeler Road, in Moses Lake. D&L Foundry’s facility covers approximately 52 acres, and roughly half of it is used to sort, melt, mold, grind, and clean iron and steel for new iron castings. The active portion of the foundry includes scrap preheaters, furnaces, sand handling systems, and dust collectors. Since the last AOP was issued, D&L installed a new baghouse expected to increase capture efficiency by 25% compared to the existing baghouse for the cleaning/grinding area, as well as two new pulse jet-style dust collectors to replace four aging dust collectors. D&L also updated its CO emission factor, moving from a facility wide emission rate to individual rates for its various processes. There are no changes in production with the new CO emission rate change. Project documents are available for review at: ecology.wa.gov/DLF Ecology has determined this proposal satisfies the requirements of Chapters 173-400 and 173-401 of the Washington Administrative Code (WAC). Ecology expects to approve this project, and the public is invited to comment.
