Request for Proposals The Fairgrounds is seeking proposals for the operation of food booths on the Grant County Fairgrounds. The period for operation will be January 1, 2025 through December 31 2025.Proposals for operation must include: A summary of past similar business operations. Copy of Grant County Business License. A menu of food with pricing. An operation plan outlining when and how the booth will be used. A copy of insurance with limits as required by the Fairgrounds and customer testimonials if available.  An Application form is available on the Fairgrounds website, gcfairgrounds.com. Operators of food booths will be responsible for all equipment in the booth for the purposes of Food sales. The Fairgrounds will be responsible for the infrastructure of the building including power, water, sewer, and building exterior. All sales through the food booths will be charged a 20% commission if for profit and 17% commission with valid non-profit paperwork, plus applicable garbage and electrical fees. STATE ENVIRONMENTAL POLICY ACT Determination of Non-Significance September 19, 2024   Lead Agency: Public Utility District No. 2 of Grant County, Washington (Grant PUD)   Agency Contact: Larry Lehman Llehman@gcpud.org 509-630-7916   Agency File Name: Priest Rapids Reservoir Assessment Removal   Description of Proposal: As part of the FERC license for the Wanapum and Priest Rapids Dams, the Grant PUD is required to maintain safe public access / recreation and protect the existing habitat conditions to the aquatic and shoreline resources within the project boundaries. The proposed project is being conducted to ensure safe recreation within the river and restore aquatic and shoreline habitats by removing hazardous man-made objects from below the OHWM and removing a damaged vehicle from the shoreline zone. Grant PUD has identified four (4) areas as highest risk to determine exactly what objects were located on the riverbed. Within the four (4) areas, the proposed project will entail the removal of hazardous man-made objects at 179 locations within the Columbia River. Of the 179 identified locations, fourteen (14) are in Douglas County and the remaining 165 are in Grant County. Man-made hazardous objects include over 260 objects consisting of bricks and cinder blocks, 5 gallon buckets to 55 gallon drums, blocks of concrete, and a wide range of metal (actual anchors to scrap metal). The objects are located between 5 ft and 160 ft from the OHWM to a depth of approximately 25 ft below the OHWM. The hazardous man-made objects will be lifted out of the river using a small work vessel using a mounted gantry crane with 1,000 lb lift capacity (lift bags filled with air underwater may be used to provide additional lift). Divers will locate the objects and attach a hook to the objects to be pulled up. Due to the nature of the objects (concrete, chains, and metal) it is not expected that the objects will break apart during removal and will not result in water quality concerns as all objects are located on the surface of the riverbed. The objects will then be offloaded at the nearest boat launch or shoreline access point using a land-based forklift and loaded into a truck. All objects will be disposed of at an approved upland disposal site, outside of the shoreline zone.   Additionally, the proposed project will remove a junk/hulk vehicle from the east shoreline of the Columbia River. The vehicle was pushed from the top of the cliff (over 600 ft high) and it landed approximately 115 ft from the OHWM of the Columbia River. The removal will entail the use of a barge mounted winch operated from below the OHWM. A cable will be attached to the vehicle and the vehicle will be pulled down the rocky slope to the edge of the river. A ramp will be installed from the shoreline (within 10 -15 ft of the OHWM) to the deck of the barge to allow the vehicle to be loaded onto the barge without impacting the river. Once loaded, the barge will return to the boat launch and the crane will offload the vehicle onto a flatbed truck or trailer and disposed of at an appropriate disposal site. The majority of the buffer consists of talus rock; however, some shrubs steppe vegetation is present. The removal of the vehicle may result in the disturbance of approximately 1,150 sq ft of the shoreline zone (~750 sq ft of the riparian buffer); however, it is not expected to result in a net loss of ecological habitat and functions. Any vegetation damaged by the removal of the vehicle is expected to recover the following next spring. Due to the rocky nature of the shoreline, it is not expected that any significant ground disturbance will occur but if that occurs, the disturbed areas will be smoothed out by hand tools and reseeded (if needed) with a native bunch grass mixture. The removal of the man-made debris and the junk/hulk vehicle will restore the habitat and natural character of the shoreline and aquatic habitats will result in a net increase in functions and values of the habitats.   Location of proposal: The proposed removals will occur at four (4) distinct areas on multiple Grant PUD parcels and a parcel owned by the U.S. Bureau of Recreation (USBR; Sheets 1-5). These areas are identified as Area 52 (Columbia Cliffs, Douglas County), Area 93 (Teal Beach, Grant County), Areas A-C (Crescent Bar Channel, Grant County), and Area 50 (Sunland Cove, Grant County). Parcels encompass areas both above and below the OHWM of the Columbia River; however, all work will occur below the OHWM. An environmental impact statement (EIS) is not required under RCW 43.21C.030. We have reviewed the attached Environmental Checklist and other information on file with the lead agency.                                                                                                         This determination is based on the following findings and conclusions: The proposed project will result in negligible potential adverse impacts to the aquatic and shoreline environments associated with the activities to remove the hazardous man-made objects from below the OHWM and the vehicle from above the OHWM. The removal of the man-made objects and vehicle will restore the natural character of the shoreline and restore the shoreline and aquatic habitat functions and values. Since there are no mechanisms that could potentially impact the aquatic environment, the project is considered a restoration project with only positive impacts. The construction methods to complete the project have been developed to avoid and minimize any potential short-term impacts of the project. The proposed project will occur within the current in water work window (July 16 – February 28). The proposed project will not result in any long-term impacts as it will not result in an increase or change in use. Divers will be used to locate and remove the objects to ensure they do not break apart.
