REQUEST FOR BIDS CITY OF QUINCY, WASHINGTON M STREET NE AND COLUMBIA WAY IMPROVEMENTS PHASE 2 – CANAL CROSSING AT M STREET NE AND ROAD O NW   The City of Quincy, Washington requests Bids for providing the labor, materials, equipment, tools, and guarantees to complete the M Street NE and Columbia Way Improvements Phase 2 – Canal Crossing at M Street NE and Road O NW project. This Project provides for the replacement of the existing culvert and the installation of 5 steel casing pipes under the QCBID irrigation canal at the M Street NE & Road O NW intersection including, but not limited to, excavation, grading, furnishing and installing steel casing pipes, furnishing and installing a precast cement concrete 3 sided culvert, cement concrete irrigation canal restoration, subgrade preparation, crushed surfacing materials, hot mix asphalt pavement, pavement markings, surface restoration, traffic control and all other appurtenances required to complete the work, all in accordance with the attached Contract Plans, these Contract Provisions and the Standard Specifications. The basis of the award shall be the lowest, responsive, responsible bidder for the Project as available funding allows and as it best serves the interests of the Contracting Agency. Bids must be completed according to Instructions to Bidders, sent by mail or hand delivered, and received by the City Engineer’s office on or before 10:00 a.m. (local time) on Thursday, September 24, 2024, at the City’s Public Services Building, 115 1st Avenue SW, Quincy, WA 98848. The proposals will be read aloud immediately after all bid proposals are received at the Conference Room of the Public Services Building located at 115 1st Avenue SW, Quincy, Washington. The Contract Documents may be examined at the City’s Public Services Building or the plan centers listed below. An electronic copy of the Contract Documents and Addenda will be provided to Plan Holders at no cost. Registration as a Plan Holder is made to the City Engineer by providing the prospective Bidder’s name, contact, physical address, phone and email address. Questions about the Contract Documents, the Project and the process for Bidding must be directed to the City Engineer by no later than September 17, 2024, at 3:00 p.m. (local time). Questions must be submitted in writing by e-mail. Responses to questions will be sent to all bidders on September 20, 2024, at 12:00 noon (local time).
