Notice of Application & Proposed Mitigated Determination of Non-Significance - Date of Notice: October 24, 2024, Notice is Notice is hereby given that a JARPA Application and SEPA Checklist were received by Grant County on August 13, 2024 from Aaron Woodwiss, 5662 Crystal Springs Pl Moses Lake, WA 98837, and was found to be technically complete on October 17, 2024. Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROPOSED MITIGATION MEASURES: 1. Development shall be in compliance with the Washington State Environmental Policy Act, the Grant County Comprehensive Plan, the Grant County Unified Development Code, and all applicable local, state, and federal regulations, rulings or requirements. 2. Developer shall comply with all requirements deemed necessary by the Washington State Department of Ecology including, but not limited to: RCW 90.48.080 Discharge of Polluting Water Prohibited; WAC 173-201, Surface Water Standards; and WAC 173-201A, Ground Water Quality Standards 3. Mitigations for the 4,500 sq ft of wetland effected area will include the planting of native shrub tree mixtures, appropriate shaping of slopes to promote wetland pond edges and appropriate wetland creation, removing fill that was previously placed, native plant enhancement in wetland buffer areas. 4. If any Native American Grave site(s) or archaeological/cultural resources (Indian Artifacts) are found all construction activity shall stop and the owner/developer shall immediately notify the Grant County Planning Department, the Colville Confederated Tribes and the Washington State Office of Archaeology and Historic Preservation. 5. The disturbed area should be replanted with native species as soon as possible after construction ends. 6. The developer shall provide the Grant County Planning Department with copies of approval documents or letters, from the Washington State Department of Fish and Wildlife and the Washington State Department of Ecology. 7. Best Management Practices (BMPs) shall be utilized as necessary during development and implementation of this proposal in order to minimize temporary disturbances to the subject area, to lessen the risk of erosion, and to stabilize the site during construction. Proper erosion and sediment control practices must be used to prevent upland sediments from entering surface water. Dust and emissions into the air will be controlled by using water on-site for dust control as needed. 8. All development improvements may be installed in such a manner so as to prevent the site from entering adjoining properties. Surface water run-off must be contained and absorbed on-site. PROJECT: The project is a JARPA and SEPA Checklist, wetland delineation and wetland mitigation plan. The applicant proposes to construct a new shop on the property. The site has had development activity around this wetland activity for 60 years. The applicant is looking to mitigate for the recent wetland impacts. There is a single-family residence and outbuildings on the property. There has been excavation on the property over the past 30 years, with water coming from the hillside springs. A wetland report has been prepared for this location. A recent application for an accessory building has been submitted to Development Services Building Division (BF-24-0369)  .    LOCATION: The project is located at 5662 Crystal Springs NE in Moses Lake.
