CITY OF MOSES LAKE PUBLIC HEARING NOTICE   NOTICE IS HEREBY GIVEN that a public hearing will be held before the Moses Lake Planning Commission at 6:00 pm on December 12, 2024 in the City Council Chambers, 401 S. Balsam. Remote participation is available, please check the City of Moses Lake website for the remote link www.cityofml.com .                 The Planning Commission will be issuing a recommendation to City Council on the 2024 Comprehensive Plan Amendments which include several zone change requests as well as Urban Growth Area boundary changes.  Application materials are available on the City’s website or the Community Development Department. Proposal 23-01 This request was submitted by Dan Herring to amend the Urban Growth Boundary, adding 19.34 acres to be designated Low Density, Single-Family Residential Land. The parcel is located adjacent to the current corporate city limits in Mae Valley, north of Sun Terrace 6 and 7 Major Subdivisions. Expansion of the UGA is approved by Grant County and is processed consecutively. The starting point of process is by the City of Moses Lake.   Proposal 23-04 This request was submitted by Serge Pashovsky and Kameron Jones. The applicants are requesting a land use designation change from Residential Medium density to Gateway Commercial and the corresponding zone change from R2-Single and Two Family Residential to C2-Commercial within the City limits of Moses Lake. City of Moses Lake Capital Facilities Plan Update. The Capital Facilities Plan (CFP), required by Washington’s Growth Management Act (GMA), outlines a community’s strategy for funding and developing essential infrastructure—such as roads, utilities, parks, and public buildings—to support current and future growth over the target growth period. This is an annual or biennial update for 2023-24 which coincides with the City’s budgeting process and focuses on City of Moses Lake Public Works. In addition, the Water, Wastewater and Stormwater Plans are expected to be completed in 2025 for future incorporation into the Comprehensive Plan.   Proposal 23-07 The Planning Division has submitted a request for text and map amendment to the Plan to delete and/or reconcile references to the Area 5 removal from the Urban Growth Boundary. This is necessary to ensure consistency with the objectives of the City and remove contradictions.   Proposal 23-10 The Planning Division has submitted a request to make a text amendment removing references to the Transitional Center as it has since been determined by City Council to not move forward with constructing the Transitional Center. Central Terminals Proposed UGA Expansion: The Central Terminals request to amend the Urban Growth Boundary was proposed and approved by City Council in 2019. The review process was not correctly followed at the time therefore City Staff is recirculating the request for adoption in the 2024 amendment cycle. City Parcels: The City of Moses Lake owns Assessor Parcels Nos. 090068000, 090069000, 090070000 which are located on the northeast intersection of Fourth Ave and Alder St. Due to the ownership, the land use designation is Parks and Open Space, which limits the type of uses that can occur on the property. The City wishes to change the land use designation to Downtown, which can then be zoned C1-Central Business District.
